| It has been 12 years since the Central Propaganda Department,the Ministry of Finance,the Ministry of Culture,and the State Administration of Cultural Heritage jointly issued the "Notice on the Free Opening of National Museums and Memorials".Hubei Province ’s free opening of public cultural facilities has satisfied the spiritual culture of the general public.The demand has increased the cultural soft power of Hubei Province.Perfect public service is not only one of the important signs of modern society,but also one of the core functions of the government;the more economic and social development,the more prominent the importance of public service function.Whether a country or a region can cater to civil security and social harmony depends largely on the effectiveness of government public services.Therefore,the government should actively and actively support the free opening of public cultural facilities.As the main body of providing public services,the government’s function in the process of free opening is to provide high-quality public services to the public,and the efficient play of government functions is to optimize the public culture of Hubei Province.The key to free and open facilities.The study learned the historical evolution and management status of the free opening policy of public cultural facilities in Hubei Province through literature research,field surveys,etc.,and analyzed the supply and demand of Hubei Province public cultural facilities represented by public libraries and museums High,poor supporting services,grassroots facilities construction deviating from standards,single financing channel,lack of management personnel and other issues.After in-depth research,the influencing factors of the problem were discussed in terms of the lack of effective feedback subjects,insufficient understanding and insufficient attention,funding gaps in grassroots cultural facilities,low digitalization level,and inadequate talent mechanism.Finally,through reference to the advanced experience of public cultural facilities construction management in other cities abroad and literature research,it is proposed to guide multiple subjects to participate in the construction to improve the quality of public cultural services.People-oriented management recommendations for strengthening the construction of a service-oriented government,with a view to improving the management level of public cultural facilities in Hubei Province. |
