After the Persian war,Sparta recalled Pausanias,who is the commander of Greek army,for the various considerations.And the eastern Mediterranean world entered the new situation dominated by the Athens.In 478 B.C.,the eastern Mediterranean Greek states set up the Delian League on the initiative of Aristide and Cimon,which is an organization aimed to plunder the Kings of Persia and made up for their losses in the past time.After the founding of the alliance,the general of Athens continued to lead the alliance to recover the land where occupied by Persia.At the beginning of the reign of Cimon,the aristocrats were fully supportive of him,and he was able to display the internal and external policies under these circumstances.In 462 BC,the democratic reform happened in the domestic of Athens,and after this reform,the Democrats took control of the Athens.Cimon gave an military assistance for Sparta and ended in failure,and then he was expelled by the Athenian citizens vote cast when he returned back Athens with mess.The democratic reforms and the expelled Cimon gave a chance for Pericles to play his policy.In 454 BC,the Treasury of the alliance was moved from the island of Delos to Athens,which provided the favorable conditions for the construction of Athens and the perfection of democracy in Pericles.It was a series of continuity policies implemented by Cimon and Pericles.All the policies led to the development of democracy in Athens and the formation of the Athenian empire.Meanwhile,this continuity policy was conducive to strengthen the national identity among the city-states of Greek,and promoted the spread of democracy in the Greek world and accelerated he unification of the Greek world.
