In recent decades,with the emergence and development of the blog,micro-blogging and other media,everyone has become a reporter,people become the media,one is known as the era of the media came into being.Since the media age,the individual can only rely on a certain computer network or mobile network conditions,anytime,anywhere to achieve information sharing,as the producer of information,the recipient and the communicator.The platform is open,equal expression,virtual identity,unbounded communication,these features and functions of the media,fully meet the needs of many people in the current society,affecting the social and interest demands,and become an important tool for people to communicate and disseminate information.But the ethical issues are becoming more and more prominent and serious.Ethical issues in the final analysis is still a problem.Therefore,from the overall environment of the media era,the moral responsibility of citizens as a moral subject is particularly necessary.The first chapter of this paper introduces the background of this study and precious research on this top.The second chapter explains basic concepts of We-Media and moral responsibility.The third chapter analysis the unmoral phenomenons and causes,and the forth chapter analysis the necessity of build-up civic moral responsibility and the rules that should follow.The fifth chapter probe in the ways to build-up civic moral responsibility.This paper tries to find out the internal and external conditions for the realization of civic moral responsibility in the media age.It is not only a theoretical significance,but also has the practical significance of promoting the development of the media,and promoting the construction of civil society.
