The democratic representative system in modern China started in the late Qing Dynasty,and its development was under a tortuous development in the long run under the oppression of feudal forces and warlords.The research object of this paper is Fujian Province before the democratic representative system in the development of the last stage of Fujian province will set up a new China,from the late Qing Dynasty to the Republic of China,Fujian province has gone through the Consultative Council and the Fujian Province,Fujian Province,Fujian temporary Council temporary political meeting in Fujian Province,and the provisional Council of Fujian province the Council,on the eve of the victory of the Anti Japanese War,the national government will be the temporary Council gradually upgraded to the Council,the Council of provinces and cities have been preparing and convening,under this background,the Fujian provincial council was established in March 1946,to August 1949,the people’s Government of receiving,ended,for as long as three and a half years,held a total of six conference.The study object of this article is the Fujian Province during this period,look at the whole of the spread from many aspects to discuss,review of the Fujian provincial council in three and a half years of operation,through their own analysis,make an objective and fair evaluation on the argument.This paper consists of four chapters,the first chapter describes the background of the establishment of the Fujian provincial council,the preparatory process,the Senate elections,institutions and other major functions,the second chapter discusses the Fujian province Senate,the third chapter held and proposals,the previous congress,the fourth chapter introduces some problems in the operation of provincial council that includes the deputy speaker of the election committee election turmoil and other issues,internal factions and regional fierce struggle.Yu theory makes a general comment on the Fujian provincial council.This view is that the legal authority of Fujian Province Council,compared to the provisional Council of Fujian Province during the Anti Japanese war will be set up,expand,the election is the provisional Council of progress,democracy has been improved.However,the Fujian provincial council’s role is still consulting institutions and political participation,lack of independence is similar to the western democratic parliament.And the position of the senators is mostly held by the Kuomintang and local factions,and there is no real sense of democracy.The internal factions fought against the ruling of the Kuomintang authorities,opposed the civil war and called for a positive effect on the peace.
