The Study Of Sichuan Provincial Council (1945-1949)

In 1944, with the defeat of the Kuomintang government in the front battlefield of Yu-Xiang-Gui( Henan-Hunan-Guangxi) Campaign, a serious political crisis was triggered. Ending the system of political tutelage and establishing the democratic coalition government which contains all parties and factions are the calls of people. There is a huge democratic constitutional government movement in the area which was ruled by the Kuomintang of China. In order to face the current political situations, KMT Government also make some adjustments to local public opinion agencies besides giving high pressure to suppress all political demands. The senates in all provinces begin to be prepared and host. Sichuan Formal Council was founded in 1945 in December and ended in December in 1949, which lasted four years. In this article, we take the Sichuan Formal Council as the research object, discussing it from many aspects, such as the building background, institutions arrangements, functions and powers, groups of senators and relationships between Sichuan provincial government and Sichuan provincial council. Looking back to the actual operation situations and effects of the Sichuan Provincial representative politics, to give objective and fair evaluations.This paper is divided into five parts. The first chapter introduces the origin of the topic, research reviews, research materials and methods. The second chapter elaborates the background of the establishment, the preparatory process, and structural establishment of Sichuan Provincial formal Council. The third chapter discusses the Authority problem of Sichuan Provincial Council, analyzes the senator election, constitute and variation, in order to analyze the senator groups from all angles. The fourth chapter discusses the Sichuan Provincial Council senator proposal overview and the implementation situation of the meeting resolution, meanwhile the validity of Sichuan provincial council resolution is analyzed emphatically. The fifth chapter introduces the Sichuan provincial council several problems in operation, including the struggle for the speaker, the election dispute during the fifth session of the conference, the fight between the party and political party for the valley money, and the relationship between Sichuan Provincial Council and the Sichuan provincial government. The rest is the overall evaluation of the Sichuan provincial council. This paper argues that, compared with temporary Consultative Council of Sichuan Province established during the period of Anti Japanese War, Sichuan Provincial formal Council powers have expanded, and the control of the Kuomintang regime on Sichuan Provincial Council become more closely. Sichuan provincial council is the product under the authoritarian Kuomintang, although it plays the role of the advisory body, but it does not have the independence of western representative institution.
