The Later Qin Dynasty was a regime of the Qiang ethnic minority established by Yao Chang in the period of the Sixteen States. It was one of the most influential powers in the large number of ethnic regimes at that time.It was founded by Yao Chang in 384 A.D.and was ended by Yao Hong who surrendered to the Eastern Jin Dynasty in 417 A.D.,a total of 34 years. It inherited the Former Qin Dynasty's control over the Guanlong area, which covered parts of today's Gansu,Ningxia,Shanxi,Shaanxi and Henan provinces. There were many nationalities in this area during the period of the Sixteen States, and, consequently, the ethnic relations were also complicated. This paper focuses on the relationship between the Qiang ethnic group and various other ethnic groups in this period, attempts to describe all aspects and measures of the Later Qin treatments of ethnic relations during this period, and concludes by assessing the merits and demerits of the Later Qin treatments of ethnic relations. The first chapter of this article focuses on the relationship between the Later Qin and two powerful ethnic regimes in the north of China, including the Former Qin and the Northern Wei.The Later Qin was founded on the inheritance of legacy in the Former Qin's peak period. The relationship between the Later Qin and the Northern Wei regime, which would unify the northern China in the future, also had a great impact on the situation in the north. The second chapter discusses the relationship between the Later Qin and other neighboring regimes, including the Helian Xia,the Western Qin,the Later Liang, the Later Chouchi, and so on.The contradiction between the Later Qin and the Helian Xia originated from the treatment of the ethnic relations between theLater Qin and the Northern Wei Dynasty. The ethnic regimes in the Helong area were able to accumulate power by the mercy of the Later Qin and endanger the Later Qin's western domain. The third chapter discusses the changes in the relationship between Qiang and Han ethnic groups. In order to defeat the Eastern Jin,the Later Qin's main technique was to sponsor resistance forces recruit officials against the Eastern Jin.The Later Qin was deeply influenced by Confucian culture. This can be seen in that it was embodied in the selection of the choice of allegiance, the educational idea of successors, the selection of officials, the formulation of policy, and so on.The Later Qin vigorously promoted Buddhist culture and made important contributions to the development of Chinese Buddhist culture.Through Buddhism, the Later Qin deepened exchange with the Eastern Jin,and to some extent, alleviated the contradictions between the Qiang ethnic group and others. The peroration focuses on analyzing the merits and demerits of the Later Qin in the process of dealing with ethnic relations, makes further efforts to deepen the understanding of related issues.
