Since the Wei Dynasty and the Jin Dynasty, a lot of northern minorities such as Di and Qiang moved to the Guan and Long Region continuously. As a result, this area became a region where many nationalities gathered and mixed. With the failure of the West Jin Dynasty, some minorities set up their own regimes one after another, which caused the ethnic composition of the region complicate lastly and aggravated the ethnic conflicts in this region further. Although the East Jin Dynasty set up the regime in the Southeastern China, the conflicts with the northern regimes never stopped. Against such a background, the Qian Qin Dynasty set up by Fu Jian from the Di minority faced with the complex Ethnic Relations from its setting up.With their own the strength enhanced, the relationship with the surrounding regimes is constantly changing. When it was a weaker one, it depended on the Hou Zhao Dynasty and the Jin Dynasty successively, and got along with the other minority regimes peacefully, whereas, its strategy to its surrounding regimes became offensive-oriented, when it became a stronger one. In order to realize the goal of unity, the dynasty occupied the Qian Yan, overcame the Qiu Chi, annihilated Qian Liang and Dai, started on an expedition to the Western Regions, and united most of the Northern China. Then it seized two states of the East Jin Dynasty, Liang and Yi. However, after the War in Woshui, the dynasty was from strong to weak, and became the target which the other regimes attacked until it perished. The Dynasty had close contact with the other minority regimes in politics, military, economy and culture etc.Dealing with ethnic relations, the dynasty took the Conciliation Strategy as the starting point. Specifically, it adopted the policy that resettle and weaken the surrender minorities, and take the Hujun system as the main system to govern the minority areas, and improve the culture level of every minority constantly. Objectively, the dynasty made great contribution to the ethnic integration, and laid the foundation for the unify of the North Wei Dynasty. But it also had some errors such as the excessive conciliation, inadequacies of the awareness to the ethnic contradictions, and inappropriate policies.
