The cost advantage takes a pivotal position in the market competition.The cost control of value chain can more effectively reflect the value added links of enterprises,so as to carry out cost control more targeted,and improve the market competitiveness of enterprises.At present,with the rapid development of video and network technology,China’s film and television industry shows an explosive growth trend.A large number of enterprises began to participate in film and television projects,advertising films,micro films and other film and television projects.When state-owned enterprises(not including enterprises whose core business is film)carry out this kind of business,compared with private enterprises,there are overall problems of high project cost and lack of market competitiveness.Now,there is very few research on cost control of Chinese state-owned enterprises in film and television projects at home and broad,most of the state-owned mainly rely on experience or a copy in other fields enterprises to control the production cost of film and television projects.Based on case analysis,this paper takes CM company,a cultural and media enterprise affiliated to a large central government enterprise with film and television as an important business,as an example,combined with the methods of literature research,normative analysis,empirical analysis and other methods,the existing problems and the reasons of its cost control has been analyzed.The improvement,optimization and specific countermeasures of cost control are studied,by using the cost control theory of value chain,and clarifies the guarantee measures.Through the analysis of the specific business,it is found that currently the CM company has some common problems of state-owned enterprises in the cost control of film and television projects.Mainly the cost management is relatively extensive,and lack of targeted value chain analysis and cost control mechanism.Moreover,the management process is rigid and cumbersome,and the management costs are relatively high.The cost of purchasing is too high,and it is difficult to effectively make use of market resources,and the market competitiveness is not strong.In the process of concrete project implementation,there is a lack of effective whole life cycle management mechanism,and the whole process of cost control is not yet in place.The existing human resources and the potential of software/hardware have not been fully exploited.Based on current actual situation,in the study of the optimal countermeasures for the cost control of CM company’s film and television projects,according to the feasibility of the relevant policies and mechanisms and the management characteristics of the state-ownedenterprises,mainly research starting from the key link of value chain,adjust the resource allocation method of the value chain,slash procurement cost and business process,strengthen the process control of the project,improve the level of cost control.The main optimization countermeasure is on the basis of strengthen the value chain analysis and cost accounting,according to the situation of the value-added in the value chains,make the resources leaning to the significant links of value increment,and compress the Non-value-added and Non-significant-value-added chains.At the same time,research on procurement links which accounted for the highest proportion of costs.Through the mechanism and the way of innovation,so as to significantly reduce the cost.For short-term-cooperation project such as Feature films,can research on the case of subdividing the elements of a project and bidding is conducted by way of framework procurement to achieve a tender and multiple applications.For long-term-cooperation project such as Engineering image shooting production,can research on forming a technical service team by bidding,improving the control level of the project team and the implementation process while reducing costs.On project implementation,studying and implementing the project manager responsibility system.Combined with the value chain of film and television projects,implementing the whole life cycle management of film and television projects,and strengthening the safety,quality,progress and cost control of the whole project.In order to better utilize the existing human and software/hardware resources,it is necessary to study and strengthen the construction of compound talent team,optimize the construction of incentive mechanism,and reduce the cost of human resources and software/hardware leasing.In accordance with the special project analysis,the cost control of CM company’s film and television projects is optimized according to the above thought.The cost of the CM company in the production of film and television projects are significantly reduced to the level of the private enterprise,and the CM company is fully competitive with the business type.Combined with its current reputation and quality advantages,the CM company can significantly enhance its market competitiveness and lay a solid foundation for the long-term development of its film and television business.Because the currently mechanism and cost control mode of CM company widely exists in state-owned enterprises,the research and analysis results can also provide some reference for other state-owned enterprises to carry out similar business.
