| Since the reform and opening up policy,the development of the film and television industry is in full swing.Under the circumstances of vigorous development,the state-owned film and television enterprises bearing the history of the development of Chinese films and shouldering the heavy task of propaganda by the Communist Party and the government.In the increasingly fierce market competition,how to survive and develop has become a problem that every state-owned film and television enterprise practitioners have to consider.To establish a corresponding performance appraisal system to stimulate the subjective initiative and potential of enterprise staff to a greater extent is an important task of enterprise management based on the dual target characteristics of state-owned film and television enterprises(namely:economic goals and the goals of propaganda responsibility).It is also an effective guarantee for state-owned film and television enterprises to complete their mission.Based on the study of the existing theory and methods of human resource performance appraisal,this paper analyzes the merits and demerits of each assessment method,and establishes a new performance appraisal system for the creation personnel of the state-owned film and television enterprises by combining the existing performance appraisal methods of the creation personnel.It is to try to adapt to the dual objectives of enterprises under the market economy.On the choice of performance appraisal method,we have determined the performance evaluation method which is optimized by objective management,balanced scorecard,key performance indicators and 360 degree assessment.At the same time,according to the characteristics of different creation teams,the enterprise’s dual objectives are decomposed so that the creation team only undertakes a single performance goal.In regards to the selection of performance appraisal indicators,the creation personnel can be appraised from two categories of the creation team and the department,through the four following aspects of the creation team satisfaction,financial indicators and non-financial indicators,internal process,staff learning and growth into the category of departmental evaluation.In terms of performance evaluation angles,team leaders,team members,and myself in the creation team will make the creative evaluation of creative staff.The head of the department and the relevant head of the human resources department will mark in the assessment of the department evaluation.It can ensure the accuracy of the results of the assessment from multi-angle assessment of creative personnel.In the weight design,considering the four performance appraisal content in the different enterprise objective decomposition implementation situations,there will be differences in the weight.So in the weight design,the weight coefficient of each evaluation content will be set.Achieving a comprehensive assessment,abiding by the principles of fairness,justice and openness in the assessment process in the performance appraisal of the creation personnel to ultimately make the assessment results meaningful,which will motivate and urge employees to continue to rectify their own shortcomings and grow up in the next work process.In the state-owned film and television enterprises,the undertaken dual goals are decomposed into different creation teams.The comprehensive performance appraisal methods are advanced and reasonable,but it also needs to pass the test of actual operation. |
