Research On The Capacity Improving Of The Social Organization Participation In Public Cultural Service In Beibei District

Culture is the soul of a country and a nation.Culture is prosperous andthe country is prosperous.Culture isstrong and the nation is strong.The outline of the Thirteenth Five-Year Plan emphasizes encouraging social forces to participate in public cultural services supply and expanding the supply of public cultural services.Meanwhile,Suggestion on Speeding up the Construction of Modern Public Cultural Service Systemwas issued and published in January 2015 by General Office of the CPC Central Committee and Office of the State Council.The suggestion put forward the construction of modern public cultural service system should insist on encouraging and guiding the participation of social forces,fostering and standardizing cultural social organizations to vigorously promotepublic cultural volunteerism.Beibei District of Chongqing was qualified to establish the second batch of national public cultural service system demonstration zones in 2013,and Beibei District was listed as the second batch of national public cultural service system demonstration areas in 2016.Beibei,as a demonstration district of the national public cultural service system,whoes construction of public cultural services is forward-looking and exemplary.Furthermore,Beibei District Government issued the Implementation of the Government’s purchase of Public Cultural Performance Services from Social Forcesin August 2015,which provides specific guidance for social organizations to participate in the supply of public cultural services in Beibei District.The paper takes the capacity of social organization participating in the Beibei District public cultural service as the research object.Through the questionnaire survey,the literature analysis and the data analysis and so on methods,the paper discusses theconstituent elements of capacity of social organizations participating in the public cultural service in Beibei District and its influencing factors and analyzes how the influencing factors affect the participation capacity.At first,the paper reviews the literature on the capacity of social organizations to participate in the public culturalservices at home and abroad.After analysising and summarying of the literature,combining with the actual situation in Beibei District of Chongqing,this paper puts forward the research topic.Then,this paper defines three related concepts of social organization,public cultural service and participation capacity,and expounds the new public service theory,the governance theory and the core competence theory,which lays a theoretical foundation for this study.Secondly,according to the relevant research of scholars and the demand of social organizations participating in the public cultural services,it determines the dimensions of the participation capacity of social organizations in the public cultural services in Beibei.This paper deeply studies capacity exertion of the ways,fields and effects of social organizations participating in the public cultural services in Beibei,and points out the problems existing in the capacity of social organizations participating in the public cultural services in Beibei.Thirdly,drawing lessons from the research of scholars,the paper selects social organizations to participate in the Beibei District public cultural services capacity improvement factors and put forward the relevant research assumptions,variable design,and finally form and issue the questionnaire.Finally,through the correlation analysis and regression analysis,the hypothesis test and the research result analysis are carried out,and then the relevant countermeasures and suggestions are put forward for social organizations to participate in the public cultural service capacity of Beibei District.The specific contents of this paper are as follows:The first chapter of this paper is the introduction,which mainly discusses the research background and significance,the domestic and foreign research present situation,the research thought and the method,the research content and the innovation point.The second chapter is the definition of relevant concepts and theoretical reference.The core concepts include social organization,public cultural services,participation capacity and other concepts,and the theoretical basis mainly includes the new public service theory,governance theory and core competence theory.The third chapter is mainly to determine the contribution of capacity of social organizations to participate in the public cultural services in Beibei District through literature research,and analyze the capacity exertion of the ways,fields and effects,and finally elaborate the supply capacity problems of social organizations participation of in the public cultural services of Beibei District.The fourth chapter is mainlythrough the influence factor identification,variable design,questionnaire formation and distribution to research and design social organizations to participate in public cultural services capacity in Beibei District.Chapter 5 is empirical analysis,including reliability and validity analysis,descriptive statistical analysis,correlation analysis and regression analysis,and the results are analyzed.Chapter 6 puts forward the countermeasures and suggestions for social organizations participating in the public cultural services in Beibei capacityimprovement,including creating a good external environment,constructing advanced organizational culture,attaching importance to the construction of talents and strengthening the response of social organizations.Chapter 7is the conclusion and prospect of this study,which expounds the conclusion of this study and the prospect for the future.
