A Study On Citizen Participation In The Construction Of Public Cultural Service System In Wuchang

The construction of public cultural service system is a long-term complex social system engineering,which is a major decision made by economic and social development.The government is in the leading position in the construction of the whole system.However,relying solely on the power of the government can not guarantee the full supply,and the need to fully mobilize the forces of the community,especially the role of citizen participation.The active participation of citizens can alleviate the burden of government resources,reduce the bUrden of government responsibility and ensure the relevance and effectiveness of public cultural services.On the other hand,it can also improve the citizen’s political participation and political ability.How to promote the citizen participation in the construction of public cultural service system,the formation of good cooperation between government and citizens governance,is the focus of this paper.This paper first defines the concept of citizen participation,clarifies the policy course of citizens’ participation in the construction of public cultural service system,analyzes two basic ways and five mechanisms of citizen participation,and takes this as the theoretical basis.Secondly,in the case of Wuchang,this paper introduces the practice of promoting the citizens’ participation in the process of creating the provincial public cultural service system demonstration area,such as the menu-style public cultural service,the production of public cultural service guide,"South Lake model",construction of cultural NGO and so on.Thirdly,according to the research data,it is considered that the citizen participation in the construction of public cultural service system is not high,the government lacks the response to citizens,the process of citizen participation is not smooth and the cost and efficiency of citizen participation are contradictory.The causes of these problems include the negative factors in the traditional political culture,the lack of citizen participation in laws and regulations,the incomplete system of supporting system and the low degree of organization of citizen participation.Finally,on the basis of summing up the participation of citizens around the excellent practice,from the participation of the construction of the culture,the improvement of the participation system,the participation of the main body(the individual level of the volunteer and the organization level of the mass cultural organization)to improve the promotion.
