The Study On The Japanese Reparations To The Philippines(1945-1976)

War Reparations is an important tool for Japan to return Southeast Asia after the World War ?.As the country that receives the most of reparations,Philippines is the key part of Japan's "Reparation Diplomacy".This paper is mainly based on the comprehensive discussion about the background,bilateral negotiations and implementation of the Japanese reparations to the Philippines and further analysis of the influences and the characteristics of this problem.After the war,due to the serious damage in the war,Philippines intended to claim for reparations from Japan.The United States gained mastery over the process of the reparations because of its own strategic needs which providing an opportunity for Japan to change the reparations standpoint for later.San Francisco Peace Treaty was signed in September1951,and then the negotiation of reparations between Japan and Philippines had already come to the stage of the bilateral negotiations.Initially,Japan relied on the support of the United States and its good economic development to adopt a relatively negative and conservative reparations policy to the Philippines.But with the changes of domestic and foreign situation,the attitude of the reparations in the Japan began to actively take the initiative.Because Japan hoped to use the "Reparations Diplomacy" to restore and develop its position in Southeast Asia,where the reparations to the Philippines had become of paramount importance.Finally,they signed the Reparations Agreement between Japan and The Republic of The Philippines in 1956.During the 20 years of the implementation of reparations,Japan continuously used reparations to infiltrate the economic factors into Philippines and occupied the resources and markets of the Philippines.Because of the background of the Cold War,the problem of Japanese reparations to the Philippines turned into an important part of the Asia strategy in the U.S..Japan seized the opportunity to utilize reparations to carry out “Economic Diplomacy” with Philippines and continued to enter the whole region of Southeast Asia.In fact,Japan has also conceals the punitive nature of the compensation when it could benefit greatly by the reparations to the Philippines.
