| At the beginning of the Nanjing National Government,the domestic situation was temporarily stable,but the bureaucratic appointment system was very chaotic,bureaucratic groups were mixed up,and the central government's control over the local areas was seriously weakened.In order to break this situation,according to Sun Yat-sen's idea of governing the country,the Nanjing National Government reopened the system of selecting talents through examinations and selected officials through examinations.The County magistrate's examination is one of them.It tried to select and train a professional team of county magistrates through the county magistrate's examination.During the period of Nanjing National Government,the county magistrate examination held in Zhejiang Province was a product of multiple factors.It not only promotes the trend of implementing the civil service examination system in the world,but also clarifies the internal needs of the county administration in China.It also has the factors that the national government attaches importance to the selection of county magistrates,as well as the influence of inheriting the culture of Chinese civil service examination.In 1928,Zhejiang Province took the lead in holding the county magistrate examination.In order to ensure the smooth progress of the county magistrate examination,the government formulated and promulgated a series of laws and regulations on the county magistrate examination.On this basis,a special examination organization was established,and its examination system was relatively perfect.In terms of the content of the examination,the content of the county magistrate's examination in Zhejiang Province attaches great importance to the political investigation of the examinees,to the comprehensive investigation of the examinees' knowledge,and to the investigation of the conditions of Zhejiang Province.In the examination section,it is mainly divided into registration,qualification examination,physical examination,the first test,the second,third test and oral examination.This examination is a process of continuously eliminating candidates.Through screening the candidates at different stages,the unqualified candidates aregradually eliminated and the outstanding candidates are recruited as county magistrates candidates,so as to achieve the original intention of selecting talents through the examination and creating a professional team of county magistrates.At present,the academic circles pay little attention to the specific operation of the county magistrate examination in the Republic of China.A few studies on the county magistrate examination are not comprehensive,specific and profound because of limited space and incomplete data collection.At the same time,there are no books or papers in the academic circles that specialize in the study of the county magistrate examination in Zhejiang Province.The author's research can enrich the study of the county magistrate examination in Zhejiang Province in the period of the Republic of China.The author intends to take the Zhejiang Provincial Governor Examination from1927 to 1937 as the research object,combining archives and relevant historical materials,using the methods of documentation,empirical analysis,comparative analysis and chart analysis,through the origin of the Nanjing National Government's Zhejiang Provincial Governor Examination,the system construction of Zhejiang Provincial Governor Examination,the content and links of Zhejiang Provincial Governor Examination as well as the County Governor Examination.This paper systematically studies and discusses the distribution of the recruits in the middle school,and analyses the significance of the county magistrate examination and its existing problems.The author hopes that this paper can help the people who study the county magistrate examination system in the period of the Republic of China in the future,and also hope that this paper can play a reference role in the modern civil service examination system. |
