The Research On Warehousing Of Henan Province In The Period Of Republic Of China From 1927 To 1937

The warehousing system is a disaster relief measure which has been attached great importance to by successive dynasties in our country.The Henan province has long been the ruling center of the country,the warehousing construction has a long history.However,since the late Qing Dynasty,due to the frequent occurrence of various natural disasters,coupled with the turbulent social environment,the warehousing system gradually collapsed.During the Guangxu period,the outbreak of Ding Wu's famine made the authorities realize the necessity of revitalizing the warehouse administration.Therefore,under the call of the central government,there was once a phenomenon of grain accumulation and warehousing construction in Henan Province,and the warehousing system was restored.However,in the period of the Beiyang government,warlords fought and the warehousing was greatly damaged.After the establishment of the Nanjing National Government,the central government required the provinces to restore the warehousing system.Henan formulated and promulgated a series of local warehousing laws and regulations in accordance with the various warehousing laws and regulations promulgated by the central government,and combined with its own actual situation,to carry out warehousing construction.However,Henan warehousing construction did not have much effect during the period from 1928 to 1932.Since 1933,due to the strong supervision of the government and the relatively stable natural social environment,Henan warehousing began to develop rapidly,and established three types of warehousing: County warehouse,district warehouse and community warehouse,among which County warehouse and district warehouse are the main ones.During this period,the number of valleys in Henan increased significantly,and it was at the middle and upper reaches of the country.The counties were built to a certain extent in various counties,but the construction of warehouses in some counties was not ideal.The warehousing management institutions in Henan are mainly divided into two levels,the provincial warehousing management agency is the civil affairs department,and the county warehousing management agency is the county government and county warehousing(management)committee.In the warehousing management mechanism,for the most important collection of warehouses,the provincial government has developed a detailed system from the three aspects of collections of warehouses,collection standards of warehouses,and collection methods of warehouses.Moreover,Personnel and county magistrates implemented the reward and punishment mechanism,and the whole province is divided into ten districts for warehouse inspection to ensure the smooth progress of warehouse construction.During this period,compared with other provinces,the warehousing construction in Henan Province started at a low level,but it developed rapidly in the latter period,which played a role in relieving victims and stabilizing grain prices to a certain extent.However,there is also a phenomenon of regional development imbalance,and Henan has not responded to the call of the Nanjing National Government to build a new type of agricultural warehouse,failed to make the warehousing play a role in financing rural finance,so that the rural economy has not been better restored.
