Research On Performance Of Government Functions In Cultural Relics Management In Tengzhou City

Tengzhou city has a long history and profound cultural heritage.With the evolution of eight thousand years of civilization,Tengzhou city has left a large number of precious historical relics at the same time.In the process of cultural relics protection and management,the local government takes great responsibility.How to correctly perform its own functions,manage and utilize the cultural relics well,and promote the inheritance of local culture are the urgent problems to be solved at present.This paper takes the governmental function of cultural relics management in Tengzhou city of Shandong Province as the case study object,through combs the present situation of cultural relics management of Tengzhou city,finds the existing problems,and puts forward the corresponding countermeasures and suggestions.In order to explore the effective function of local government in cultural relics management.This paper is divided into three parts.First of all,it combs the concepts and theories of cultural relics management and government functions,and then accurately locates the local government functions in cultural relics management based on the relevant documents of cultural relics management.It is concluded that the local government should perform the following three functions in the management of cultural relics: macro-control function,social management function and safety supervision function.Secondly,the basic situation of the distribution of cultural relics in Tengzhou and the basic business work of the management agencies are analyzed,which further shows the necessity for the Tengzhou municipal government to perform its functions correctly in the cultural relics management.Then relying on the public product theory,public governance theory and public choice theory,by discussing the current situation of the performance of government functions in the management of cultural relics in Tengzhou.This paper explores the factors restricting the efficient development of governmental functions in Tengzhou’s cultural relics management.It is concluded that there are some problems in the implementation of government functions in the management of cultural relics in this city,such as imperfect laws and regulations related to cultural relics,unreasonable investment structure of funds,low level of public participation,insufficient supervision of cultural relics safety,and so on.Finally,according to the above problems,the paper puts forward the countermeasures and suggestions to improve the functions of the government in the management of cultural relics in Tengzhou from the macro-control functions,social management functions and safety supervision functions that the government should assume in the management of cultural relics.Macro-control level: improve the system of regulations and policies,improve the investment mechanism of cultural relics management funds,and strengthen the implementation of the government.At the level of social management: strengthen the participation of social forces and speed up the cultivation of professional talents.Safety supervision level: strengthen the field cultural relics safety guarantee,strengthen the cultural relics administrative law enforcement.
