| Cultural relics of the revolution are a valuable asset to the Party and the country.It connects the century-long history of our Party’s revolution,construction and reform.It records the common memory of the Chinese nation,and also contains the spiritual connotations and values of patriotism,struggle and unity.The Party Central Committee with Comrade Xi Jinping at its core,has always attached great importance to the protection of revolutionary cultural relics,and since the 18th Party Congress,General Secretary Xi has even given instructions and instructions on many occasions,stressing the need to promote revolutionary culture and pass on the red gene.It is also of great relevance to study how the government should do a good job in the protection of revolutionary cultural relics.S province has a glorious revolutionary history and tradition,leaving behind many precious historical materials and revolutionary sites that have nurtured the great spirit of Yimeng,and the high degree of importance attached by the governments at all levels to the implementation of the work,many of which are at the forefront of the country and are representative of revolutionary heritage conservation.The spotlight in this paper is upon the role played by the government in the conservation of revolutionary cultural relics in Province S.,from the perspective of government functions,using the theory of service-oriented government and collaborative governance as the theoretical basis,through the use of interview method,questionnaire survey method and other research methods,with a view to sorting out the government functions in the protection of revolutionary cultural relics,analyse the problems and causes in the performance of government functions in S province,and propose the optimization of government functions according to the content of the analysis This paper firstly defines revolutionary cultural relics,the government’s role in the protection of revolutionary cultural relics,and the government’s role in the protection of revolutionary heritage.This paper first defines the concepts of revolutionary cultural relics and government functions,and summarises the five roles played by the government in the conservation of revolutionary cultural relics in S province:planning,organisation and coordination,resource allocation,security and education,and analyses the effectiveness of government functions from both short-term and long-term perspectives,Secondly,relying on relevant theories and combining the results of interviews and questionnaires,the problems of the government’s functions in S province are analysed,including:inadequate basic work,insufficient resource allocation,the pattern of participation of multiple subjects has not yet been formed,and the propaganda and education are not deep and extensive.The basis for participation is relatively weak,and the top-level guidance of publicity and education is insufficient.Lastly,in the light of advanced experience,the S government’s function optimisation recommendations were put forward to raise the government’s awareness of revolutionary heritage protection,improve the scientific effectiveness of revolutionary heritage protection work,build a large pattern of multiple subjects,and strengthen the top-level design and guidance of publicity and education,which also provide a reference for other local governments to promote revolutionary heritage protection work through function optimisation. |
