Research On The Disadvantage Of Famine Policy In Late Qing Dynasty

The abuses of Famine Policy in the late Qing Dynasty were numerous.Taking the shortcomings of the late Qing Dynasty as the research object,this paper discusses and analyses the causes of the shortcomings of the late Qing Dynasty,the specific manifestations of the shortcomings,the countermeasures to deal with the shortcomings and the impact of the shortcomings.The article is divided into six parts to study the shortcomings of the Famine Policy in the late Qing Dynasty.Chapter one,Causes of the Disadvantage of Famine Policy in the Late Qing Dynasty.This part is mainly from the imperfection of the social environment and the famine policy itself in the late Qing Dynasty.This paper analyses the inevitability and inducing of the shortcomings of the Famine Policy in the late Qing Dynasty.Chapter Two,Disadvantages of Disaster Prevention and Famine Preparedness.This part is mainly from two aspects: farming and storage,water control and water transport,analysis of the shortcomings of agriculture,warehousing,water control and water transport in preventing famine and preparing for famine.Chapter Three,disadvantages of disaster relief and famine relief.This part mainly discusses the drawbacks of government relief and folk relief.The drawbacks of government relief include the problems in all aspects of relief before and during relief.The drawbacks of folk relief mainly discuss the drawbacks of charitable relief and foreign relief.Chapter Four,disadvantages of post-disaster recovery.This part mainly elaborates the shortcomings in the following three parts: tax mitigation,material allocation and personnel placement,respectively,to explain the shortcomings in the post-disaster recovery links: grain adjustment,lending,security and leveling.The fifth chapter is about the countermeasures to deal with the disadvantages of the Famine Policy in the late Qing Dynasty.This part is mainly aimed at three parts: the drawbacks of disaster prevention and preparedness,the drawbacks of disaster relief and relief,and the drawbacks of post-disaster recovery,and puts forward corresponding countermeasures.Chapter Six: The Influences of Famine Policy disadvantages in Late Qing Dynasty.This part mainly discusses the influence of the shortcomings of the late Qing Dynasty's Famine Policy from three aspects: political corruption,social deprivation and instability,and the transformation of famine policy.In addition to the negative effects,it also promotes the transformation of traditional Chinese Famine Policy to Modern Famine policy,which has undergone new changes.This paper expounds the mutual influence among the causes,types and effects of the abuses of the late Qing Dynasty's famine policy,and explores the ways of eliminating the abuses of the Famine Policy by the Qing government.Based on the above drawbacks,the Qing government's disaster relief capacity and credibility continued to decline,political corruption and harsh exploitation intensified,the people became increasingly poor and the warehouse was long empty,which also promoted the emergence and development of "charity",the change and progress of technical means,and the transformation of traditional Chinese famine to modern famine.
