Research On Harbin Autonomous Council

Harbin autonomous public assembly,also known as Harbin autonomous public welfare association and Harbin public council,is a municipal and colonial ruling institution supported by artist in Russia in northeast China at the beginning of the 20 th century.It was founded in March 1908 and has been ruling parts of the city of Harbin for 18 years.It is known to all that the corruption and incompetent Qing dynasty signed the "Sino-Russia secret treaty" with the ancient Russia in Moscow in March 1896,through which the ancient Russia gradually acquired the rights to build railways in northeast China.Due to its geographical conditions and convenient land and water transportation,Harbin was designated as a "total port" by the imperial Russian colonists to realize their "Yellow Russia Plan" aimed at carving up Chinese territory.After the outbreak of the Russo-Japanese war,in order to continue the dispute with the ancient Russia,Japan induced the Qing government to sign the treaty concerning the three northeastern provinces in 1905.According to the provisions of the treaty Harbin and other places to open their own port trade,countries have landed in Harbin region.In order to continue to dominate the city,the Russian colonial authorities begin to prepare for the establishment of the autonomous assembly.In the 18 years of its existence,it has made some "contributions" to the early modernization of municipal management,public health,establishment of tax system and overseas Chinese affairs in the area.However,in essence,it was an accomplice of the imperial Russian colonial rule that oppressed the commercial people and trampled on China's sacred territorial sovereignty.After 1917,due to the revolution in Russia,the colonial power of imperial Russia was divided and gradually weakened,thus provides the historical opportunity for our country to recover the right.In February 1921,on the basis of the successive restoration of military forces,police and judicial powers along the Middle East railway,the Chinese government set up a special office of the municipal administration in Harbin to reorganize the public assembly and recover the municipal problems.In November 1926,with the joint efforts of the Chinese people and border officials,the municipal power was finally incorporated into the administrative system of the motherlan,thus ending the colonial rule of the imperial Russian colonialists in Harbin.To sum up,Harbin autonomous public assembly,as the "agent" for the imperial Russian colonists to steal the municipal services of Harbin,was carried out from the beginning of self-planning to the final reorganization with the change of railway rights in the Middle East.Therefore,in order to better study this history,we must first sort out the evolution of the right of way in this period,and then analyze its internal relations.It will provide convenience for the following research on the urban history of Harbin.
