Research On "National Policy On Languages" In Australia

Australia's National Language Policy is the first clear official language policy in Australian history and the first explicit language policy in English-speaking countries around the world.It emphasizes the importance of language to the country's political,economic,cultural,and diplomatic aspects.It,for the first time,stipulates the status of Australian English,indigenous languages,and community language from the policy level,and sets clear requirements for language teaching in Australia.Moreover,It also recommends that a specialized agency should be established to manage Australian language issues,which exerts a profound influence on the development of language policies in Australia and other multilingual countries.Language resources in China are very rich,forming a pattern of the common development of local dialects and minority languages,dominated by mandarin Chinese language.Our country pays much attention on English,draws less attention to other language.However,Under the strategic background of the “Belt and Road”,minority languages of the countries along the line are supposed to meet the urgent need of China.Therefore,it is significant for China to formulate language education planning by introducing Australia's "Language Education Policy",analyzing its historical background,specific content and its characteristics.This research aims to get an in-depth analysis and interpretation of Australia's National Language Policy by the four research methods of literature research,text research,historical research and comparative research.Firstly,it analyzes the background of Australia's National Language Policy,and discusses its historical origination for its generation and introduction;then,it analyzes the overall framework and specific content of Australia's National Language Policy,from which the contents are given to be discussed in the field of formulate principles,social goals,language teaching and language service policy;moreover,it analyzes the value orientation and characteristics of Australia's National Language Policy to discuss its trends of development;finally,in the light of the specific problems existing in China's current language policy,it summarizes the enlightenment to Chinese language education planning through Australia's National Language Policy.The study points out that Australia's National Language Policy has fully considered Australia's political,economic,cultural and diplomatic factors in its formulation process.The content is specific and detailed,which not only makes an overall plan for language to set the status of the types of the languages from the national level,but also involves to the language teaching in various states and regions in detail.Meanwhile,Australia's National Language Policy values language service functions,capital investment in language education,and the establishment of third-party institutions.Therefore,setting the status of language,making an awareness of language service,and changing the concept of language teaching are the issues that need to be paid much attention in current language planning in China.
