China had witnessed great changes from the late Qing Dynasty to the early Republic of China. And China began to change from a feudal society to a semi-colonial and semi-feudal society in every aspect, including economy, politics, society and culture. As a key component of national economy, salt started to change in production,distribution,collection,anti-smuggling and management, showing its modernity to fit the modern state system. As one of the most important areas of producing salt,Fengtian was responsible for meeting the need of itself and other regions. Therefore,a deep study of salt affairs in Fengtian during this period has a significant influence on economic and social development of the Three Northeast Provinces.
