Tang Qiu,a patriotic person from Hunan Province,initiated and founded the the Association of Governing Yunnan after he crossed Japan in 1906,he returned to his hometown of Hunan in 1913.During this period,he was engaged in related affairs and activities to local reform and construction in Yunnan.In the autumn of 1907,Tang Qiu initiated and founded the association of Governing Yunnan in Japan,he through the association of Governing Yunnan wanted to arouse the Chinese people to melt down and break down the concept of provincial boundaries,and advocates turning passivism into activism in order to eliminate the weakness of " the people's morale ".Tang Qiu proposed to build the DianYong railway in 1909,which was approved by the Governor Li Jingxi of YunGui and the Qing government.This railway formed the third stage of the development of the Yunnan Railway in the late Qing dynasty,laying the foundation for the early years of the Republic of China and later the development of the Yunnan Railway.He visited and investigated the native chieftain of western Yunnan for more than two years.In early 1912,he wrote the article " The problem of Yunnan native chieftain",proposing his own views on the native chieftain system and the policy claim of abolishing the native chieftain system.Tang Qiu's purpose and method of changing the land is forward-looking,that is,based on the local administrative construction goals of the modern national state,the native chieftain area is smoothly incorporated into the state administrative system.The establishment of the association of Governing Yunnan,the proposal to build the DianYong railway,and the writing of" The problem of Yunnan native chieftain"not only reflect the strong concept of regional prejudice the late Qing dynasty and the great recognition and recognition of Yunnan by the other provincial(Hunan province)people,Yunnan is an important part of the motherland,the future of Yunnan is closely related to the destiny of the country and is indivisible.It is also the effort of the"positive and peaceful reform”and "civilized revolution" in order to achieve the goal of"saving Yunnan in order to save China",practice and focus on promoting the modernization reform and development of Yunnan.
