Measurement Of Cultural Industry Efficiency In Jiangxi Province

As a rising sunrise industry in the 21 st century,cultural industry is an important driving force for the economic and social development of a country or region.Its development indicates the comprehensive strength of a country(region).Competition in the 21 st century will no longer be ideological,economic and military,but cultural competition.In his report to the 19 th national congress of the communist party of China,general secretary Xi Jinping issued a great call to the whole party and the whole nation to "be firm in cultural confidence and promote the prosperity of socialist culture".In terms of cultural industry,the report of the 19 th national congress of the communist party of China pointed out that it is necessary to "perfect the modern cultural industry system and market system,innovate the production and operation mechanism,improve cultural and economic policies,and cultivate new types of cultural businesses".According to the cultural industry development index of provinces and cities in China(2016),Jiangxi province’s comprehensive index of cultural industry ranks ninth in China,seventh in productivity index and tenth in driving force index."Twelfth five-year" period,the province cultural industry main business income of 84.4 billion yuan,from 2010 to 2015,246 billion yuan,an average annual growth rate of 24%,from 2006 to 2016 years culture and related industry fixed assets investment in Jiangxi province raised grew to 151.3 billion yuan,the annual average of 696.8 billion yuan,can be seen,the cultural industry in Jiangxi province scale growth rapidly.However,the cultural industry in Jiangxi province increased by61.389 billion yuan in 2015,accounting for only 3.67% of the GDP.In 2016,the added value of the cultural industry reached 70.298 billion yuan,accounting for only3.8% of the GDP.This shows that the input-output efficiency of Jiangxi cultural industry is not high.This not only restricts the international competitiveness evaluation of Jiangxi cultural industry,but also affects the formulation of industrial development strategy.Therefore,to comprehensively and deeply explore the main reasons affecting the low efficiency of cultural industry development in Jiangxi province,and to give relevant policy Suggestions on improving the efficiency of cultural industry in Jiangxi province and enhancing the overall competitive strengthhas become the focus of current development strategy,and also a practical problem that needs in-depth research.Based on cultural industry in Jiangxi province as the research object,this paper choose the timeliness strong 2006-2016 as the research time,selection of cultural institutions staff number,the number of industrial structure and the cultural industry and related industry fixed assets investment as input index,the added value of cultural industry in Jiangxi province as output indicators,and investigation into the influence of cultural industry input-output efficiency of environmental factors,including cultural system,the degree of economic development,government support,technology,education,social development and local characteristics of relevant industries,etc.Based on the above index system,the three-stage DEA method is used to analyze the input-output efficiency of cultural industry in Jiangxi province.Firstly,BCC model is adopted to preliminarily measure the input-output efficiency of cultural industry in Jiangxi province.Secondly,SFA model was used to eliminate the environmental factors affecting the input-output efficiency of the cultural industry,and BCC model was built again to calculate the input-output efficiency of the cultural industry in Jiangxi province and compare it with the results of the initial measurement.Finally,dynamic comparison of MI index can be used to further measure the dynamic change of input-output efficiency of cultural industry in Jiangxi province in each year.According to the analysis,in terms of the efficiency of the cultural industry,Jiangxi province was in a low state from 2006 to 2016.After eliminating environmental variables,most of the comprehensive technical efficiency and scale efficiency show a decreasing trend,while the pure technical efficiency has little change and more concentrated distribution.On the one hand,it proves the effectiveness of the selection of environmental indicators and the impact of environmental variables on the efficiency of the cultural industry.On the other hand,it also shows that Jiangxi province is in an unsatisfactory state in terms of the management of cultural industry.In view of the existing problems,this paper puts forward relevant policy Suggestions to provide reference for the development of cultural industry in Jiangxi province and other provinces and even the whole country.
