Ecological Cmpensation Mechanism Based On Agricultural Heritage Protection And Inheritance

Agricultural heritage is a new type of heritage,it is of important ecological,economic and cultural value.It has an important role in many aspects,such as in maintaining the ecological balance,improving farmland environment and biodiversity conservation.But in recent years,with the urban and industry developed fastly,the protection of agricultural heritage is faced with severe situation.So in 2002,the United Nations Food and Agriculture Organization(FAO)started Globally Important Agricultural Heritage Systems,our country also launched China’s Important Agricultural Heritage projects of excavation and protection in 2012.In 2007,the United Nations Food and Agriculture Organization(FAO)put forward that in order to making agricultural heritage "provide different combination or higher levels of environmental service",need to "compensation producers loss of income due to production mode".Through ecological compensation can compensate farmers for the increasing of cost and reducing of production due to the traditional mode of production,internalizing the external contribution of farmers,encouraging farmers to better protect agricultural heritage,so ecological compensation is an effective way to agricultural heritage protection.Urban Agricultural Heritage-Xuanhua Grape Garden combines "Globally Important Agricultural Heritage System" and "China National Important Agricultural Heritage System",it is the only agricultural heritage in the city.But because the reason of urbanization,the number of grape garden fell sharply,so in order to the protection and inheritance,this article explores the ecological compensation mechanism.Based on the reference carding of agricultural heritage and ecological compensation,using the method of grounded theory analyzed the farmers’ perception about the agricultural heritage protection and inheritance and its influencing factors;Then using contingent valuation method(CVM),and take the farmers’ perception into variables,the farmers’ willingness to accept(WTA)were evaluated.After data processing,the result of WTA using the method of parameter is 2515.63 yuan and the result of WTA using the method of nonparametric is 1821.37 yuan,eventually take the average of 2168.50 yuan as the reference standard of farmers’ ecological compensation.Based on the above research,the paper build a complete ecological compensation mechanism,including the subject and object,standard,mode and safeguard mechanism for ecological compensation.Among them,the ecological compensation subject are all levels of government,tourism enterprises,tourists and the social public,ecological compensation object are the local farmers;Ecological compensation mode should composite the funds compensation,technology compensation and policy compensation,etc;Safeguard mechanism for ecological compensation,including institutional guarantee,funding support,technical support and public participation,etc.The construction of a reasonable ecological compensation mechanism will encourage farmers participate in the protection and inheritance of agricultural heritage,so as to promote the sustainable development of agricultural heritage site.
