Study On Anti-smoking Laws And Regulations In The Period Of "New Construction In Northeast China"

On June 4,1928,the Huanggutun incident occurred.Zhang Zuolin was killed and Zhang Xueliang began to govern the northeast.Before the outbreak of the September18 th Incident in 1931,Zhang Xueliang made great efforts to carry out drastic and reforms.The content included economics and politics.Construction of military,social welfare,etc.a series of systematic construction carried out during this period is called "new construction in the Northeast",that is,modernization.The implementation of smoking ban is one of its important contents.The smoking ban is related to the Northeast.Therefore,it is highly valued by the Northeast authorities.The ban on smoking has coincided with the occurrence of the “Northeast Yizhi”.The Northeast has been obeyed by the leadership of the National Government.The command of the National Government,its more obvious performance is the formulation,promulgation and implementation of the smoking ban.During this period,a large number of smoking bans were introduced,and the smoking ban system was further improved.However,due to the complexity of the Northeast Bureau,it was encountered during the implementation process.To many difficulties,until the "September 18th" Incident broke out,the smoking ban campaign completely failed.But studying these smoking bans and implementation will give us a lot of historical experience.This article takes the smoking-free legislation enacted during this period as the main research object,and draws on the theoretical knowledge and methods of related disciplines such as history,law,and sociology to comprehensively and systematically introduce the background of the smoking ban and the formulation of smoking bans.Relevant issues such as the implementation of the smoking ban,the anti-drug organization of the Northeast,and the evaluation of the implementation of the smoking ban.This article is divided into four parts.The first part mainly expounds Zhang Xueliang's "Northeast New Construction" when he was in charge of the administration.In order to build the modernization of the Northeast and comprehensively reform the economy,politics,military,culture,etc.,the smoking ban movement is carried out under this background.The problem of smoking in Northeast China needs to be solved urgently.The northeastern authorities headed by Zhang Xueliang pursued economic development while carrying out the anti-smoking campaign under the banner of "nationalism."
