At the end of Qing Dynasty,Chinese people began to yearn for Western democratic politics under the impact of the Western democratic system and the collapse of the feudal system.The constitutional reform in the late Qing Dynasty was a significant step towards establishing the Western democratic system.And Fentian province was taking the lead in constitutional reform which included the reformation of the official system,education,fiance,democratic politics and many other aspects,later,many provinces had conducted autonomous activities and established the advisory bureau one after another.After the revolution of 1911,the Fengtian Advisory Bureau was reorganized as the Interim Provincial Parliament.These two organizations were finally transitioned to the Provincial Parliament.Although the Provincial Parliament had less discourse power in the period of early Republic of China,the many bills and activities were a great exploration of the Western democratic system.This article consists of three parts,the details are as follows:The first part is the constitutionalism of the late Qing Dynasty and the Advisory Bureau of Fengtian Province.This part mainly expounds the preparation for constitutionalism in the late Qing Dynasty and the establishment of the Advisory Bureau of Fengtian Province.The second part is the Fengtian Interim Provincial Parliament in the early Republic of China.This part analyzes the organization and the function of the Interim Provincial Parliament of Fengtian Province.The third part is the Provincial Parliament of Fengtian Province.This part discusses the establishment,operation,obligation and function of the Fengtian Provincial Parliment...
