Commentary On The Second Parliament Of Jilin Province From 1918 To 1921

The second Parliament of Jilin Province from 1918 to 1921 was an important part of the practice of Jilin Provincial Parliament in the early years of the Republic of China.From the existing research results of the academic community,the research of the three eastern provincial councils is not perfect,and the results of Jilin provincial councils are very few.It is helpful for us to study the local history of Jilin Province in the early years of the Republic of China by investigating the bills of the second Jilin Provincial Parliament and the interaction between the provincial parliament and social groups.At the same time,we can not only understand the practice of the local parliament system in Jilin Province in the early years of the Republic of China,make up for the lack of the study of the local parliament,but also further deepen our understanding and thinking of the political system of the Republic of China.Therefore,it is of great significance to investigate and sort out the second Parliament of Jilin Province.This paper is divided into three parts to investigate,analyze and discuss the second Parliament of Jilin ProvinceThe first part introduces the local self-government and consultation Bureau of Jilin Province in the late Qing Dynasty to the provisional provincial and provincial councils in the early Republic of China,and expounds the evolution of the parliamentary institutions and their functions in Jilin Province in the late Qing and early Republic of China.In the second part,based on the study of archives,local chronicles,newspapers and other documents,focusing on the election work of the second Parliament of Jilin Province,the author investigates and combs the election qualifications of the members of the provincial parliament,election preparations,division and quota distribution of constituencies,election chaos,identity background of the elected members and speaker,etc.The third part,from the perspective of regional history research,further analyzes the influence and role of the provincial council on Jilin society at that time: politically,support the May 4th Movement and the Hunchun case to strive for national sovereignty and oppose the mortgage of forest and mineral loans in the two provinces of Jihei;economically,propose to rectify the money law and balance the financial revenue and expenditure to stabilize Jilin economy;in social affairs,pay attention to banditry,actively relief and pay attention to Education and so on.Based on the investigation of the second provincial assembly of Jilin Province,this paper points out that there are some shortcomings in the current provincial assembly: Although the provincial assembly actively participates in politics,its power is extremely limited,and its bills and requests are often perfunctory by the military and political authorities;the election of political affairs is chaotic;the members form a party;the lack of regular organs,etc.,all of which reflect many common disadvantages of the provincial assemblies at the beginning of the people's Republic of China.Even so,the role of the second Parliament of Jilin Province can not be ignored: as the representative organ of a province,it can reflect the public opinion and speak for the people;it has the legislative,financial and supervisory functions given by law,which plays a positive role in the renewal of official management,economic recovery and social progress of Jilin Province;it is also the link between government agencies and social groups,which can effectively go up It also carries out the practice of democratic politics,and promotes the establishment of the people's democratic thought.
