Research On The Dual-sided Policy And The Dual-sided Regime In Hebei-Shandong-Henan Border Region

The two-sided policy was a special policy carried out by the Communist Party of China in order to preserve the party’s strength and actively eliminate the stronger enemy during the Anti-Japanese War.Under the guidance of the two-sided policy,the two-sided regime was a special form of anti-Japanese fundamental regime established by the Communist Party of China in order to persist in the struggle against the enemy.The essence of the two-sided regime is an attempt to accumulate anti-Japanese power and to protect Chinese people’s interests in the most difficult conditions by taking advantage of the rarely possible legality in the area controlled by the enemy.The two-sided policy was a theory which had been constantly enriched and developed in the Communist Party of China’s practice of anti-Japanese struggle.The fundamental reason for the formation of the two-sided policy is that the strength of the Communist Party of China and the Japanese army is not balanced,and the Communist Party of China with a comparatively weak strength has to fight with the Japanese army in a covert way.Chinese people and the Party’s cadres’ practice of resolute struggle against Japanese army is also an important reason for the existence of the two-sided policy.With the Anti-Japanese War entering the stalemate stage,the Japanese army transferred its attention to the rear battlefield.Geographical location is very important in the Hebei-Shandong-Henan border area,which attracts the attention of the Japanese army.Japanese army’s cruel military attack coupled with political inducement rendered it difficult for the Communist Party to survive in the Hebei-Shandong-Henan border area.The two-sided policy’s implementation enables the Communist Party of China to smash the puppet army and organizations,and to promote its connection with the masses in enemy-occupied and guerrilla area.The Communist Party of China also employed the two-sided policy’s basic discipline in resisting against Japanese army and Kuomintang diehards,which turned out to have remarkable effects.Under the guidance of the two-sided policy,the two-sided regime comes into being in the Hebei-Shandong-Henan border area.Supported by the two-sided regime,the Communist Party of China carried out political,economic,and military struggle against Japanese army in the Hebei-Shandong-Henan border area.However,the Communist Party of China was far from satisfied with the two-sided regime.Once there was an opportunity,it tried to transform the two-sided regime into an anti-Japanese power by means of both top-down and down-top approaches.The two-sided policy in the Hebei-Shandong-Henan border area was a two-sided strategy determined by different targets,regions and time in the area.Through the implementation of the two-sided policy and the establishment of the two-sided regime,the Communist Party of China enhanced military strength,developed revolutionary base,and reinforced leadership construction.Althoughthere were limitations in the early stage including the narrow understanding of the two-sided policy and the weak concept of the mass,those problems were soon solved.
