Research On The Coupling Of Supply And Demand Of Public Cultural Service In China

The supply and demand of public cultural services and the relationship between them are important factors affecting the construction,efficiency improvement and sound development of China's public cultural service system.Through summarizing and analyzing the current situation,it is found that the current supply and demand of public cultural services in China are out of place,dislocation and other phenomena,and have not formed a good supply and demand matching relationship,the fundamental reason is the lack of supply and demand coupling.However,at present,scholars seldom introduce the coupling perspective to view the relationship between supply and demand,which makes the research on the coupling of supply and demand urgently need to be developed.Therefore,this paper makes an explanatory study on the coupling of supply and demand of public cultural services.Citizen demand theory,new public service theory in this paper supply creates demand of supply-side economics law and self-organization theory of dissipative structure theory of the three basic principles,explained the concept of coupling between supply and demand of public cultural services and definition,according to the coupling between supply and demand at present there are still single imbalances and demand the same diversity of supply does not match,citizen demand preference complex tough preference is not coupled with the government,the government supply light culture consciously soft coupling problem of supply and demand.By means of induction and deduction,the paper roughly Outlines the power,transmission and interaction mechanism of supply-demand coupling,government organization,internal transmission and independent linkage system,and explains the supply-demand coupling mechanism of public cultural services.According to the coupling between supply and demand mechanism,this paper holds that the realization of the coupling between supply and demand of public cultural services has three big mechanism and path,coupling between supply and demand is the driving mechanism: supply of public cultural services to the demand of the coupling,through the establishment of the supply of plural pattern,the rising supply way,the construction of regional innovation system supply mechanism for classification,diversified and differentiated cultural demand in supply coupling on the quantity,quality and layout;2 it is coupling drive mechanism of supply and demand: demand to the supply of public cultural services coupling,to supply according to the cultural needs of rigid and elastic demand,high and low demand,self-interest and altruism demand adjustment,continuously to create with the coupling,through government clearly the value of the subject and build public services coupling,the adjustment of logic,the active consciousness of the public cultural needs,realize the value of supply and demand in the process of cultural services genesis to gradually change the invalid vulgar myopic demand,to set up the supply and demand of similar service values,and create a good environment for active demand and atmosphere,do need to supply the coupling;Three is coupling driving mechanism of supply and demand: demand and supply of public cultural services of the two-way coupling,according to the openness of the two-way coupling system,non-linear and non-equilibrium state,clearly characterized by a random fluctuation of self-organization evolution condition,and according to the entropy change model,logistic equation of order parameter model and three classic model of development organization evolvement concluded that two-way coupling should expand the supply and demand of public cultural services system openness to establish two-way information exchange channels,give full play to the system pattern factor to high quality coupling,grasp the public key factors to the self-organizing evolution of the two-way coupling between supply and demand system.
