Tangya town is an impoverished minority town in Xianfeng County,Enshi Prefecture,Hubei Province.The town is become famous for World Cultural Heritage,Tangya Tusi sites.Since the application for World Heritage was officially launched in beginning of 2013,the town had sacrificed its related regional interests,and villagers of Tangya Tusi sites moved away from where they had lived for generations.As a World Cultural Heritage,Tangya Tusi sites should reflect its real value of cultural heritage.On the bass of authenticity and integrity protection,Tangya Tusi sites should make contribution to the comprehensive development of economy,society and culture of Heritage site.However,according to the author's field survey,the protection and development current situation are not optimal.With the background of the grand strategy of national Poverty Relief,it is the opportunity for Tangya town to lift all people out of poverty and achieve a moderately prosperous society in all respects by using World Cultural Heritage's brand influence.The Tangya Tusi City Site is the remains of the Chinese Tusi Institute which was established earlier,has a long history and a relatively complete preservation pattern.It supports the overall value of the “Tusi Series Heritage” with its unique “Legacy Division Low Level Tusi”..As a typical representative of the remains of the Tusi in the Wuling Mountain area during the Yuan,Ming and Qing Dynasties,the Tangya Tusi City site absorbs the concept of the Han dynasty culture that integrates “enclosed inward”,“sequence relationship” and “central axis symmetry” in the architectural layout.It embodies the management wisdom of the ethnic regions in the "Qi Zheng Xiu Jiao,rule by law",and shows the exchange of human values between the central government and local ethnic groups in terms of national identity and national cultural heritage.It is the essence of human history and culture and the treasure house of science and art.Tangya Town,where the Tangya Tusi City is located,is relatively backward in economic and social development due to geographical remoteness and traffic obstruction.The scale of the poor population is large,the incidence of poverty is high,and the poverty level is deep.The task of poverty alleviation is very arduous.The splendid national cultural heritage has formed a strong contrast with the poor and backward economic and social development.How to use the world cultural heritage resources to promote accurate poverty alleviation is a difficult problem for all levels of government and relevant stakeholders.Starting from the literature search,this paper firstly finds out the successful cases of the protection and development of the world cultural heritage,sorts out the relevant theories of poverty alleviation and poverty alleviation,and explores ways to use the world cultural heritage to promote the ideas of poverty alleviation and development.On this basis,after field investigations,we will understand the protection and development of the world's cultural heritage on the spot,and grasp the poverty situation and poverty alleviation work in the heritage sites.The protection of world cultural heritage is the basis for development and utilization.The organic integration of strong heritage protection and moderate and reasonable development and utilization can promote the sustainable development of world cultural heritage.In the few years after the successful application of the application,the author found that the protection of world cultural heritage has been significantly enhanced,but due to economic and social conditions,there is a problem that protection funds and manpower are unsustainable.Under the implementation of the precise poverty alleviation strategy,local governments have carried out accurate poverty alleviation work and promoted poverty alleviation of some poor people.They have also done a lot of basic work in the use of heritage,but they have played a comprehensive role in improving the production and living conditions of the people.Far from enough,local residents,especially the poor,need to share the benefits of using the dividend.To this end,the author,through the perspective of stakeholder theory and comparative advantage theory,based on the in-depth analysis of the protection and utilization of world cultural heritage,and the main problems and causes of poverty alleviation of the poor in the heritage site,the protection and utilization of the world cultural heritage Combining with the precise poverty alleviation in the minority areas of the heritage sites,through the protection and development of the heritage to promote economic development,social development,cultural heritage and comprehensive well-being,the authors put forward opinions and suggestions for the scientific and targeted improvement of China's world cultural heritage sites provides a choice of pathways.
