The emergency plan is a practical writing based on comprehensive disaster prevention planning, which provides solutions to different emergencies.Besides, the emergency plan plays an important role in spreading scientific knowledge in daily life. There are normative textual regulations in different fields and industries. As far as the dangerous chemicals industry is concerned, the emergency plan for dangerous chemicals has specific requirements in various countries, and foreign language translation is usually required in order to meet the need of internationalization. In China, the translation studies of emergency plan for dangerous chemicals mainly focus on the translation practice, and few translation studies have been conducted from the theoretical perspective. In addition, there has been an unbalanced development in the application of Toury's Translation Norms Theory to the study of translation, especially in the study of stylistic typology of texts.Scholars have paid more attention to the study of literary text translation than non-literary text translation. Therefore, this translation report attempts to apply Toury's Translation Norms Theory to explain the English translation of Emergency Plan for Dangerous Chemicals. There are three main norms in Toury's Translation Norms Theory: preliminary norms, initial norms and operational norms. This translation report tries to explore the specific application and the restrictive effects of Toury's translation norms in the C-E translation of Emergency Plan for Dangerous Chemicals.Firstly, the translator elaborates the major factors that restrict the selection of the source text based on preliminary norms, namely the translator's personal choice and the necessity of the translation of Emergency Plan for Dangerous Chemicals.Secondly, the translator discusses the applications of “Acceptability” and “Adequacy” in the translation based on initial norms.Thirdly, the translator illustrates different translation methods adopted in this translation practice at the macro and micro level based on operational norms. At the macro level, the translator adopts three translation methods: the omission, the supplement of extra information and the reorganization of paragraphs. At the micro level, several translation methods have been discussed for the translation of technical terms, polysemous words, long sentences and non-subject sentences.Through this translation practice, the translator finds that Toury's Translation Norms can be appliedto the translation of non-literary texts, and Toury's three kinds of norms actually affect every translation decision of the translator during the whole translation process. The translator hopes that this translation report can provide some references and suggestions to the translation of this kind of text.
