Accelerating the construction of modern public cultural service system under the background of the new era is an important way to build a culturally strong country and improve cultural soft power.It is also an effective measure to protect the cultural rights and interests of the people and meet the cultural needs of them.The performance evaluation of public cultural services is an important means to promote and improve the construction of modern public cultural service system.Scholars and experts in related fields have conducted different degrees of inquiry.On the whole,the theoretical research and practical exploration of the performance evaluation of public cultural services in China is still in its infancy.There is still much room for improvement in the performance evaluation of public cultural services,such as exploring the depth of public cultural service performance evaluation theory,promoting the combination of theoretical research and practical needs,and evaluating performance targeting the southwest region.Therefore,the purpose of this research is to construct a provincial public cultural service performance evaluation index system,and select Chongqing as the research object to apply the evaluation,and propose corresponding optimization strategies based on the performance evaluation results.It is of theoretical and practical significance in improving the performance evaluation theory of public cultural services and the quality of public cultural services in Chongqing.Guided by scientific theory,this research uses various research methods,based on the literature review,the related concepts are defined and the existing theoretical achievements and practical experience are referred reasonably.This research constructs the public cultural service performance evaluation index system from the three dimensions of public cultural service input,public cultural service output and public cultural service effect.After designing performance evaluation program,data are collected from relevant government websites,statistical yearbooks,development bulletins,etc.,and then analyzing the data obtained to evaluate the performance of public cultural services in Chongqing by using SPSS21.0 and Excel2010 software.The results show that the overall performance of public cultural services in Chongqing has an upward trend in recent years;compared with the developed provinces in the central and eastern regions,Chongqing's public cultural service performance still has a large room for improvement;in the comparison of some specific evaluation indicators,there is still a gap between Chongqing and the central and eastern regions and the national average.Based on the results of comprehensive analysis,it is found that the public cultural services in Chongqing have imperfect infrastructure construction,uneven distribution of cultural resources,and inadequate public participation mechanisms.And thus suggestions on optimizing the performance of public cultural services in Chongqing from five aspects: strengthening infrastructure construction,increasing human resources investment,enriching cultural service resources,balancing cultural resource allocation and improving public participation mechanism.The innovations of this research are as follows: Firstly,taking Chongqing as the research object,through the construction of public cultural service performance evaluation index system,the performance evaluation and optimization countermeasure research of its public cultural service will help to enrich the research content of public cultural service performance evaluation and make it more in-depth and perfect.Secondly,it explains the internal logic of public cultural service performance evaluation from the three levels of state,department and citizen,and clarifies the external pressure of public cultural service performance evaluation,which helps to deepen the depth of theoretical research on public cultural service performance evaluation.The shortcomings of this research: First,it is difficult to guarantee comprehensiveness in the design of the indicator system.Public cultural services cover a wide range of topics and have a large amount of content.The overall and comprehensive evaluation of public cultural services through the indicator system is difficult to put into practice in a short period of time.Second,the logical relationship between different levels of indicators lacks in-depth exploration.The internal dimension and logical relationship between the evaluation dimension,the evaluation content and the evaluation indicators of the system need further elaboration and discussion.In the future related research,the shortcomings of this research can be deepened and expanded.
