Research On The Performance Evaluation Of Public Cultural Services Purchased By Xi'an Municipal Government

In recent years,the Xi'an Municipal government has continuously expanded the coverage of public cultural services by purchasing services,effectively improved the supply quality and level of public cultural services,and achieved good results.The performance evaluation of the government's purchase of public cultural services has also been put on the agenda.However,compared with cities with a sound public cultural service system,Xi'an municipal government not only started to purchase cultural services late,but also had many problems in the process of purchasing services.Therefore,it is a realistic choice to establish a scientific and effective performance evaluation system.Paper draw lessons from the research results of academic circles on performance evaluation index design,based on the Xi'an government purchase of public cultural services,build to public satisfaction,efficiency,the government cost three potential variables as the evaluation index of the performance evaluation model,and compiled the “Questionnaire on the purchase of public cultural Services by Xi'an Municipal Government”,investigating the 11 Xi'an city.SPSS software was used to test the reliability of the 382 questionnaire data collected and screened.AMOS software was used to verify and modify the performance evaluation model constructed.Finally,the evaluation model for the performance of Xi'an Municipal Government in purchasing public cultural services was determined,and the effectiveness of policy implementation was evaluated and analyzed.The three indicator variables of public satisfaction,efficiency and government cost all make a great contribution to the performance of Xi'an municipal government in purchasing public cultural services,of which government cost contributes the most,followed by efficiency.Enhancing the public's recognition and satisfaction of the policy,and improving the level of public cultural service supply are effective ways to promote the Xi'an municipal government to standardize purchasing behavior and enhance administrative efficiency.The reasonable control of government costs is not only a basic requirement for Xi'an municipal government to purchase public cultural services,but also plays a key role in improving government administrative efficiency and reducing financial risks.In order to further improve the level of public cultural services,Xi'an cultural authorities should always pay attention to the actual needs of the public and take public satisfaction as the focus of government performance evaluation.Standardize the purchasing behavior of the participants and divide the functions and responsibilities reasonably;Set up a performance evaluation system to scientifically and effectively evaluate the effectiveness of policy implementation;We will improve policies,laws and oversight mechanisms for the purchase of cultural services,and strengthen internal and external oversight to standardize market order.
