Research On The Performance Evaluation Of Public Cultural Services In Xi'an And Its Improvement Countermeasures

At present,China's economic and social development is in a steadily rising stage,and people's living standards and living requirements are also improving simultaneously.People are not only limited to pursuing material life,but also full of enthusiasm for spiritual culture.In order to promote the balanced development of China's public cultural services and improve the comprehensive cultural quality of Chinese citizens,in 2017,the State Council issued the 13th five year plan to promote the equalization of basic public services,which made a comprehensive plan for the establishment of a modern public cultural service system in line with China's national conditions.The Nineteenth National Congress of CPC decided to speed up the legislative process of public cultural services and build a systematic network system of public cultural services for all.On July 1,2019,Shaanxi Province issued the regulations on the protection of public cultural services in Shaanxi Province,comprehensively promoting the construction of public cultural services in the whole province,adding bricks and tiles to the prosperity of socialist culture with Chinese characteristics in the new era.Xi'an,as the capital of Shaanxi Province,the ancient capital of the thirteen dynasties and the "National Center City",has a profound cultural heritage and plays a very important role in the demonstration construction of public cultural service standards in China.At present,the level of public cultural services in Xi'an is increasing year by year,but there are still problems of unbalanced development.It is urgent to strengthen the performance evaluation of public cultural services in Xi'an,and promote the further improvement of the level of public cultural services in Xi'an through performance evaluation.In addition,strengthening performance evaluation can gradually optimize the pattern of Xi'an public cultural service system,also can play a regulatory role in the relevant work of the government,improve the management level of the government's public cultural service,and ensure the people's equal rights to enjoy public cultural services.Therefore,it is urgent to establish a performance evaluation system of public cultural services in coordination with the development of the city,and to study the performance evaluation and its influencing factors.This has become an urgent task for Xi'an Cultural Management Department.It is urgent to increase research efforts and carry out targeted research.At present,the research shows that there are some problems in the performance evaluation system of Xi'an public cultural services,such as the disunity of evaluation standards and the lack of standardization of evaluation.The evaluation indicators need to be improved,and the evaluation methods need to be improved.When establishing the performance evaluation index system of public cultural services in Xi'an,this paper refers to the relevant research results in China,draws on the experience of other regions with relatively perfect development in this area,and complements and improves the performance evaluation index system of public cultural services.On the basis of the construction of performance evaluation index system,first of all,through expert scoring,using AHP to measure the weight of each index in the evaluation index system,the importance of each index to the overall performance evaluation is obtained.However,in the process of expert scoring,it is inevitable that it is difficult to accurately and objectively reflect the local actual situation due to the influence of many factors,such as their own specialty,research direction,experience,preferences,etc.,and the analysis results may be biased,so it is necessary to conduct empirical and quantitative research on the local public cultural services related index data,while the data envelopment analysis method is to study such problems A common method of analysis.Secondly,build the DEA analysis model,select the most weighted indicators(key indicators)calculated by AHP as the input and output indicators of DEA method,through the comparative analysis of the data of 8 cities in 2010-2017,such as Xi'an,Chengdu,Nanjing,etc.,to get the efficiency of public cultural services in Xi'an.Because the efficiency value of public cultural services obtained by DEA method can not show the influence of external main environmental factors,it is necessary to analyze the external environmental factors separately on this basis.Then,using the data of comprehensive technical efficiency and external environmental factors finally calculated by DEA,we use Tobit model to make regression analysis and get the relationship between them.Through the above three analysis methods combined,linked and multi angle analysis,we can truly reflect the overall situation of Xi'an public cultural services from all aspects to the maximum extent,which is conducive to the use of limited information and data to draw more accurate and scientific conclusions.In the end,this paper makes a response to the problems reflected in the analysis of the above three methods,and puts forward relevant countermeasures and suggestions,hoping to provide reference for the overall improvement of public cultural service level in Xi'an.
