The Study Of Decrees Of Prohibit Gather Ginseng And Judicial Practice In The Early And Middle Qing Dynasty(1644-1850)

Ginseng has the functions of medicinal supplements,People like to use ginseng to treat some diseases in the Qing Dynasty,Qing rulers monopolized ginseng resources to obtain economic benefits,because the ginseng is a kind of scarce resources,The Qing Dynasty Imperial Household Department obtained economic benefits through the sale of ginseng.However,the Qing government attaches importance to ginseng and also has special political considerations.Therefore,for economic and political reasons,the Qing government attaches special importance to ginseng resources.It is embodied in two points: Firstly,in the Early and Middle Qing Dynasty,Qing government made strict rules on duties,rewards and punishments for officials in charge of ginseng affairs in the Northeast;Secondly,the Qing government also repeatedly issued bans and severely cracked down on private stealing ginseng.These bans have changed over time,and they also reflect the changes in the ginseng collection model of the Qing court in the Northeast.The judicial case concerning ginseng,through the analysis of three kinds of typical cases,it can be seen that there is a huge contradiction between the Qing government and the people in the ginseng resources.The Qing government has never been able to reconcile the contradictions between the government and the people in terms of ginseng resources.In a word,from the decree prohibiting private ginseng in the Qing Dynasty and its related judicial practice,we can observe the economic,political and legal operations of the Qing Dynasty from the side.
