Research On The Problems And Countermeasures Of Digital Service In Grass Roots Public Cultural Construction

With the rapid increase of China's overall national strength,citizens' demands for public cultural service are increasing,which puts forward more requirements for the public cultural construction of the grassroots government.Improving the construction ability of the community public cultural service is not only the inherent requirement of the administrative ability of the government,but also the inevitable trend of social transformation in China.At present,the modern information technology,symbolized with big data,cloud computing and Internet of things,etc.,has bring our lives into a brand new era,in which a digital-centric Internet+model has become a development benchmark in all areas of the society.In recent years,China has launched three public digital culture projects such as national digital culture network,advancing plan of digital library,construction plan of public electronic reading room,devoting to realize the equalization of public culture through integrating public cultural resources and establishing c public digital cultural service network system,therefore it is imperative trend to promote the digital service of the public culture.Since 2016,the digital platform of public culture in Pukou district has been actively exploring and practicing in this field.The paper chooses the Pukou district of Nanjing as an example,and studies on the current situation of the construction of public cultural services through questionnaire survey and interview.The research shows that although Pukou district has completed the related targets of digital construction of public cultural services,there still exists realistic problems such as weak foundation,the digital service content and the form being unable to keep up with growing cultural needs of the masses,operating ability insufficiency and the unqualified personnel.The main reasons for these problems are restriction by the traditional organization form,the basic public cultural digital service lack of ability to deal with the current situation,the lack of innovative awareness of service and the constraints of financial input.On the basis of the analysis of the current situation,problems and existing causes of the construction of public cultural services in Pukou district,the paper points out that in the course of the future construction of the community public cultural services,the government should focus on transforming the organizational concept,adjusting the organizational structure,taking advantage of the social operation to encourage the development of the digital service of public culture,and raising the capital of digital service construction with the modern financial concept,and only in this way can the overall public cultural service level be further improved to guarantee the basic cultural rights and interests of citizens.
