The European Commission officially promulgated the European Common Reference Framework for Languages: Learning,Teaching and Evaluation(CEFR)in2001.In recent years, many Chinese researchers have introduced CEFR into language teaching and assessment. At present, many Chinese researchers have suggested using competence descriptions to analyze foreign language teaching in order to promote foreign language learning, teaching and testing. The designers of ESP syllabus say they will use CEFR as a reference standard in the process of writing the syllabus.Since there is no common English standard in China,Chinese students' English proficiency is usually assessed by many tests. With the development of China's economy and the strengthening of its links with other countries,it is urgent to provide a general reference for Chinese English learners. It will promote the reform of English teaching and evaluation in China and provide a single standard for English learning and research. This paper takes Shanxi Province as an example to study the matching between English proficiency of sophomores majoring in English and the European common reference framework. This paper adopts qualitative and quantitative methods.Firstly, this paper makes a preliminary match between the curriculum standards of English majors and the descriptions of CEFR.Through an intuitive match, the English proficiency level of sophomores of English majors is set at level B2.The second is the questionnaire survey, which takes the level of B2 as the standard and refers to the level of B1+,B2+,and C1.There are five equivalent questionnaires. The students need to complete a self-assessment questionnaire. The data obtained from the self-assessment are processed through Winsteps procedure and Rasch model is set up.Finally, some teachers and students were interviewed. The results show that the sophomores of English majors in Shanxi Province generally belong to the B2 level of CEFR,but they do not reach the B2 level inlistening, while reading and writing have reached the C1 level, which shows that their abilities are not balanced.Students are relatively weak in spoken English, which also reflects the expansion of teaching activities and content in the actual classroom. In addition, the correlation between teacher assessment and student self-assessment is studied from the interviews with teachers, and it is found that the correlation between the two is weak. Finally, the paper puts forward some policy suggestions in the analysis of the data.ESP theory is used to guide oral English teaching,so that students can use oral English to different situations.Under the background of "Internet +",listening classroom enables students to make full use of network resources to participate in listening output, and to understand foreign cultures and idiomatic expressions.
