The Construction And Application Of The Performance Evaluation Index System Of The Community Public Cultural Service Purchased By The Government

In recent years,the cultural needs of community residents are increasingly personalized and diversified,and the defects of only relying on the omnipotent government mode of governance are increasingly exposed.The purchase of community public cultural services by the government is one of the effective ways to achieve the balance between supply and demand.In a very long period of time,as one of the content of the government purchase of public services,public cultural services are mentioned.But the early government purchase mainly concentrated in social work such as the pension services.In recent years,the innovation of the model,macro-planning and supervision have developed.In the field of public cultural services,the scope and amount of government purchase are relatively small,and the development is not mature enough.Therefore,it is necessary to scientifically evaluate the performance of government purchasing public cultural services and build performance appraisal system based on the values of equity and efficiency to carry out the public cultural departments responsibility,improve the supply of public cultural services system and optimize the distribution of public cultural resources through the management of organizational efficiency and benefit.The paper is divided into five parts.The first part is the introduction,which explains the background of the topic and the significance of the research,gives a brief overview of the related literature on government purchase of public services,government purchase of public cultural services and the performance of government purchase of public cultural services,and puts forward the main research methods,logic structure,innovation and shortcomings.The second part is the theoretical analysis of performance evaluation of community public cultural services purchased by the government.Firstly,the concept of community,government purchase of public cultural services and government purchase of community public cultural services performance evaluation is explained.Secondly,the paper sorted out the theories related to government purchase of public services and the basic theories of performance evaluation,which served as the theoretical basis of the paper.The third part constructs the performance evaluation system of community public cultural services purchased by the government.On the basis of the model of "input-process-output-result",the relevant index system was selected,then the indexes with greater correlation were screened out and the weight distribution was carried out to ensure the rationality and scientificity of the evaluation system.The fourth part is a case study on the performance evaluation of suzhou municipal government's purchase of community public cultural services.Firstly,relevant projects were selected and the framework of evaluation index system established in chapter 3 was applied to evaluate the performance of suzhou municipal government in purchasing community public cultural services through questionnaire survey.Secondly,the mathematical statistics method is used to further analyze the data and summarize the problems existing in the operation of the project.The fifth part is countermeasure research.Based on the comprehensive evaluation results and path analysis,this paper puts forward the countermeasures and suggestions to improve the level of community public cultural services.The research methods are descriptive statistical analysis and case analysis.Through reading relevant literature,combing questionnaire survey and mathematical statistics,an indicator system for performance evaluation of government purchase of community public cultural services was constructed,and the constructed indicators were applied to conduct an empirical study on the performance of suzhou government purchase of community public cultural services.Through comparative analysis,this paper tries to understand the existing problems,and then puts forward the optimization strategy.
