With the development of information technology and international exchanges, there is an increasing demand for translation of scientific and technical texts between English and Chinese. This thesis takes the first chapter of Connected Future released by NIC as the translation material to explore E-C translation of the scientific and technical report.Connected Future is a typical scientific and technical report, which belongs to the information-based texts. This kind of texts give greater priority to the accurate information instead of the form, aiming to achieve the TL textual equivalence of the SL text.Translation shifts theory emphasizes the original information at the expense of formal equivalence, which conforms to the translation objective of scientific and technical reports.Guided by translation shifts theory, this thesis analyzes examples in the translation material from both micro-level and macro-level.At the micro-level,there is a high proportion of nominalization, sentences with passive voice as well as long and complex sentences in Connected Future(excerpt),and this thesis adopts Catford's level shifts and category shifts in E-C translation of the scientific and technical report. At the macro-level,Connected Future(excerpt)is closely linked by semantic meaning and logical information in context, and this thesis applies Blum-Kulka's translation shifts in cohesion and coherence to ensure the TL textual consistency.Following the analysis, this thesis concludes that translation shifts theory is well applicable in the translation of the scientific and technical report. The application of different translation shifts techniques in the process of translation from the SL to the TL can help to achieve a better scientific and technical translation.
