In August 2002,more than 10 international organizations or institutions,such as FAO,the United Nations Development Programme,the Global Environment Facility and UNESCO,the International Centre for Cultural Heritage Conservation and Restoration,the International Union for the Conservation of Nature and some local governments,launched the project of "Global Important Agricultural Heritage System" for conservation and adaptive management,to establish a global conservation system for important agricultural cultural heritage and its associated landscapes,biodiversity,knowledge and culture.However,with the development of social modernization,many agricultural cultural heritages are in a dilemma of being forgotten,destroyed and even on the verge of disappearance.In order to protect our precious farming culture and draw valuable experience from the long-standing cultural tradition and long-term practice of Agricultural Cultural Heritage,so that we could provide basis for the development of modern agriculture,such as leisure agriculture,ecological agriculture and landscape agriculture,we must attach importance to the research,protection and development of Agricultural Cultural heritage.As a large agricultural country with rich agricultural cultural heritage,China has published the list of four batches of important agricultural cultural heritage and launched a series of excavation and protection work.As an important type of agricultural cultural heritage,settlement agricultural cultural heritage contains the agricultural life system with rich substance of historical culture,buildings and folk customs,and contains the agricultural production system with the substance of agricultural landscape and agricultural technology,which has extremely high research significance.The research on the Agricultural Cultural Heritage of settlements is conducive to enriching contents of classification research of Agricultural Cultural Heritage in China,promoting the perfection of its research system,providing theoretical basis for the benign excavation and scientific utilization of this type of Agricultural Cultural heritage,and providing reference for rural development work such as rural construction.The settlement-patterned agricultural heritage systems in Banyueli village is located in Xiapu County,Ningde City,Fujian Province.It has a long history and authentic heritage style.It has a relatively complete agricultural production system and agricultural life system.It is a typical settlement type heritage in China'sAgricultural Cultural heritage.The cultural attribute of She nationality makes its cultural connotation richer and more unique,and makes its cultural value and cultural function more prominent,and has a very high research value.This paper carries out investigation and research around the settlement-patterned agricultural heritage systems in Banyueli village,gives first place to its cultural value,focusing on qualitative research,supplemented by quantitative research,discusses the status quo of its heritage,excavates its heritage characteristics,and analyses the concrete manifestation of its cultural value.At the same time,by selecting the evaluation indicators of the cultural value development potential of settlement agricultural heritage,and using the analytic hierarchy process to build the evaluation system model,evaluate the potential of cultural value development of the settlement-patterned agricultural heritage systems in Banyueli village.The evaluation results show that the settlement-patterned agricultural heritage systems in Banyueli village has excellent cultural resources and high expected development benefits,but due to the unfavorable conditions caused by the geographical characteristics of mountainous areas and other objective factors,the heritage has certain development costs and difficulties.According to the evaluation results,this paper puts forward a reasonable development path.According to the evaluation results,this paper puts forward a reasonable development path,which is to implement the operation mechanism of persevering in government's leadership,strengthening the party building at the grass-roots,and carring out economic system reform actively.Designs three development projects of cultural exhibition hall construction,cultural travel route planning and cultural brand building.Put forward effective ways to raise funds to alleviate the difficulties of development costs,and construct relevant security system to ensure the follow-up development of heritage cultural value.
