Faced with the global climate change crisis,human society has an inescapable responsibility for governance.Although this view has been generally accepted by all the governing bodies.However,in the practice of global climate governance,sovereign countries aim at maximizing national interests,and do not equally distribute governance responsibilities and share governance achievements,thus Global Climate Governance falls into a just dilemma.Therefore,it is of practical significance to study how much responsibility sovereign countries should take for climate governance,how to distribute the related benefits of climate governance,and what kind of justice concept and governance framework should be constructed to get rid of the predicament of global climate governance.The essence of the justice dilemma of global climate governance is the contradiction between interests and responsibilities of governance subjects,which is mainly manifested in the fact that sovereign countries shirk each other's responsibility for Climate Governance because of the cost of governance.Firstly,there are divergences in the distribution principle of justice in the field of climate governance.On the one hand,there is a lack of consensus on the principle of equitable allocation of emission reduction responsibilities;on the other hand,there is a lack of consensus on the principle of equitable allocation of carbon emissions rights.Secondly,in the political field of climate governance,there are unfair decision-making procedures,inequality of discourse power and responsibility dilemma of political leadership in climate governance.Third,the economic sphere of Climate Governance is manifested in the unfair allocation of emission reduction targets,the plight of financial and technical assistance responsibilities.There are many reasons for the plight of Global Climate Governance justice,both objective and subjective.Objectively,it originates from the "commons" attribute of climate.As a public resource,the atmosphere itself is used free of charge,which objectively results in that the governing body is only willing to enjoy rights rather than undertake obligations.Secondly,due to the difference of regional environment,different countries suffer from different impacts of climate change,resulting in different demands of Climate Governance subjects.Thirdly,it comes from the imbalance of social and economic development.Unbalanced socio-economic development leads to different sharing capacities of Climate Governance countries.Subjectively,first of all,there are disputes among countries about the main body responsible for climate change.Secondly,it comes from the "prisoner" game psychology of Climate Governance subjects.Thirdly,the negative consumption values have blinded the realization of the justice value of climate governance.To get rid of the just dilemma of global climate governance,efforts should be made from three aspects: concept,system and technology.First,we need to cultivate the sense of justice and responsibility of sovereign states.We should cultivate the concept of "community of human destiny" and "world citizen" from the national and individual levels,so as to provide strong theoretical support for its external construction of a just system.Secondly,we should build a just system of global climate governance.Under the United Nations Framework Convention on Climate Change,we should explore a fair framework for Climate Governance and explore mechanisms for climate governance that transcend national sovereignty.Finally,we should implement the just practice of global climate governance.On the one hand,we should actively implement the Paris Agreement's Global Climate Governance deployment.On the other hand,we need to build a "one belt and one road" approach to promote the just pace of global climate governance.
