Research On Cultural Changes Of Ethnic Villages In Poverty Alleviation Through Relocation

Poverty alleviation through relocation is one of the targeted poverty alleviation measures adopted by the Communist Party of China based on the status quo of China's rural areas.Regions inhabited by ethnic groups are the major battle fields in China's Poverty Alleviation Program.Wuling Mountain region inhabited by multiethnic groups is one of the fourteen concentrated continuous destitute areas with a large scale of poverty coverage,a high level of poverty degree,relatively poor conditions for living and development,and fragile environment.Therefore,poverty alleviation through relocation is an vital approach in alleviating poverty of this region in a targeted manner.However,problem occurs for,over the past few years,more attention had been paid to improving material living conditions in ethnic villages in the process of poverty alleviation through relocation rather than to the inheritance and protection of ethnic village culture.The paper takes the Yangjiapo Village of Enshi Autonomous Prefecture as the case study.Exploration has been made on its physicgeographical environment,the social-economic development,the composition of poverty population,progress of poverty alleviation through relocation,and changes and manifestations of both the tangible and intangible culture shown in the process of poverty alleviation through relocation.Reasons for cultural changes taking place in ethnic villages in the process of poverty alleviation through allocation are illustrated in the paper from the absence of relying on the main body,the deficiency of the protection force,and the vacancy of the protection system in ethnic village culture.On the basis of the predicament in protecting the ethnic village culture during the process of poverty alleviation through allocation,we should strengthen the toplevel design,enact the Law on the Protection of the Ethnic Village Culture,enhance the protection awareness through education,while attach importance to the primary role villagers play in protecting the ethnic village culture,give full play to the social forces to participate in protecting the ethnic village culture,and take advantages of modern media and communication technologies to create a sound environment for the protection of the ethnic village culture.Therefore,problems occurring in the ethnic village culture protection via the process of poverty alleviation through allocation can be tackled at root so as to promote the inheritance and development of the ethnic village culture.
