A Comparative Study Of Design Policy From The Perspective Of National Design System Construction

From the perspective of global economic development,design as an innovation resource is playing an increasingly important role in national competition.The design industry will play a key role in China's economic structural reform and industrial upgrading.In the process of national design capability improvement and the development of design industry,national design system and design policy become the key factors to promote the integration of design resources,improve the design development environment and raise the public's design awareness.In the context of increasing international competition,governments of all countries attach great importance to the formulation and implementation of design policies,and the overall number and scope of design policies are increasing significantly.At present,in the context of the rapid development of China's design industry,there are still problems such as fragmentation of policy clauses and inattention to policy contents,so it is necessary to study the future development path of national design policy.On the basis of consulting the policy documents,research reports and collecting a large number of cases of various countries,this paper makes use of relevant disciplines such as management,politics,sociology and design science to support the thesis from different perspectives.By means of literature research and case analysis,this paper summarizes and analyzes the development of design systems and policies in various countries.On this basis,we conduct data statistics and comprehensive analysis of China's design policy,and focus on the future development path of China's design policy by combining with foreign design policy cases.The following is the main content of this paper:Chapter one: starting with the concepts and components of national design system and national design policy,this chapter sorts out and summarizes the national design system and design policy of the world's developed economies,emerging economies,developing economies and China's design system and design policy,and analyzes the framework system and policy tools of current national design system and design policy.Chapter two: it studies the policy content of various countries,sorts out and analyzes the specific measures of design policy in the areas of policy framework,policy development,industrial support,design education,international exchanges,etc.,and combines with representative cases to provided reference for the formulation of design policy in China.Chapter three: we clarify the classification of national design policy and define the operation mode of design policy ontology in China.From the national and local levels,this paper conducts data statistics and content analysis on China's design policies and related design clauses from 2014 to 2019,and summarizes the development status of China's design policies.Chapter four: we analyze the design policy at home and abroad,focus on the development of China's design policy,summarize the existing problems of China's design policy and their causes.Based on the development of foreign design systems and design policies,this paper provides Suggestions for the future development of Chinese design policies,and promotes the construction of Chinese design systems and the improvement of Chinese design policies.
