Because of its superior natural environment,the quality of pearl shell is good and pearl industry is relatively developed in Beibu Gulf.The Ming government(????)took many measures to manage pearl industry,such as sending officials to participate in Pearl picking activities,sending officials to guard pearl pond.In order to obtain the largest number of pearls,the Ming rulers strictly controlled the pearls.Along with the strict pearl control policies and the improper conducts of the officials,the phenomena of Pearl stealing in the coastal area has been aggravated.Some pearl thieves have joined in other bandit groups(????)and the social order has been disturbed.On the outside,Coastal areas of Beibu Gulf was attacked by Japanese invaders(??)and An Nan thieves(???),whose activities affected the social order and threatened the security of the border areas.The government faces multiple tests from home and abroad.The Ming government took a series of measures to establish a system of internal defense against pearl thieves,external defense against Japanese invaders and An Nan alien(???),to a certain extent,to maintain social order and protect the security of the border areas.The coastal area of Beibu Gulf has been an important source of pearl products since the Pre-Qin Dynasty(????).However,the Qing government received little in this area.In addition to the serious destruction of pearl resources,one of the other factors was the social instability of the coastal area of Beibu Gulf in the Qing Dynasty.During the change period of Ming and Qing Dynasties(??????),there were"bandits"(??)who resisted the Qing Dynasty.These bandits were mainly led by Nan Ming forces(????)and Zheng regime(????).Their activities in Beibu Gulf seriously damaged the social order.In the period of Qianjia(????),with various domestic factors and the political power of Xi Shan in foreign countries,the pirate activities inBeibu Gulf became more and more intense.Their actions affected the stable society of Beibu Gulf,threatened the border governance of Qing government and and also affected the pearl picking efficiency of the government.The Qing government strengthened the defense measures against the Beibu Gulf Coast,strengthened the defense against An Nan,and to a certain extent protected the territorial security of the border areas.
