Study On The Adoption System Practice Of Historical Architecture In Shanxi Province

Shanxi is a major province of cultural relics,with a total of 28027 historical architecture and more than 50,000 immovable cultural relics.Due to the limited manpower and financial resources of the government,the present situation of a large number of low-grade historical architecture in the province is worrying,and tens of thousands of ancient buildings are endangered.Supporting and encouraging the adoption of historical architecture will help to expand the sources of funds,enrich the means of heritage management,and provide a preliminary idea for the provincial governments and cultural relics administrative departments to generally "powerless" protection dilemma.In the general sense of academic circles,the adoption of historical architecture means that historical architecture,under the condition of shortage of funds,are allowed and encouraged by means of marketization,To take part in the protection and utilization of historical architecture in various ways,such as claim,rent,subscription,public-private cooperation,construction-management-transfer,and purchase of shares.Since the adoption system of cultural relics buildings in Shanxi Province was implemented in 2010(pilot project),it has made many achievements,but it also faces the problems of low enthusiasm of adopted people and low degree of activation and utilization.At present,it seems that to protect,utilize andmanage more than 10,000 undecrated cultural relics in Shanxi Province,and to continue to give full play to the advantages of the adoption system,it is necessary to further strengthen the top-level design,straighten out the power and obligation relationship between the government and owners,adopters and local villagers,and implement the Society for the Protection and Utilization of Cultural relics and Buildings.The preferential policies and measures will strengthen the government’s responsibility for follow-up supervision,and expand the ways and means of opening display and utilization of historical architecture all over the province,so as to continuously improve the attraction of the cultural relics adoption system in the province.
