Innovation is a powerful driving force for economic development.Nowadays,in order to stand on the commanding heights of technology, countries in the world all play great importance to technological innovation. With the continuous deepening of innovation ideas and the rapid development of digital technology, industrial integration has become an important driver of innovation-driven development. The digital cultural industry,as an emerging industry in the transformation and upgrading of the cultural industry, has the advantages of high growth and large innovation space. With the continuous development of culture and technology integration, promoting the innovation and development of digital culture industry is an effective means to enhance the soft power of the country the international competitiveness.Listed companies are an intermediate force to promote industrial development.Improving the technological innovation of digital culture listed companies has played an important role in the innovation and development of digital cultural industries.Because innovation has the characteristics of uncertainty, high risk, and externality,in order to encourage technological innovation of digital culture listed companies, the state has formulated corresponding fiscal subsidies and preferential tax policies.Studying the impact of government subsidies and tax incentives on the technological innovation of digital culture listed companies will have a certain theoretical value for the government to formulate more reasonable fiscal and tax policies, and then effectively improve the technological innovation efficiency of digital cultural listed companies. This article first defines the concepts and related theoretical foundations of the digital cultural industry, government subsidies, tax incentives, technological innovation.Secondly, taking 50 digital culture listed companies in China as the research object, this paper analyzes the current situation of financial and tax policy support for technological innovation of digital culture listed companies. Finally, construct an evaluation index system for technology innovation input and output of digital culture listed companies, establish a multiple regression model, analyze the effects of government subsidies and tax incentives on their technological innovation inputs and outputs, and compare government subsidies and tax incentives on theeffects of technological innovation input and output of digital culture listed companies. The empirical results show that:(1)Government subsidies and tax incentives have no significant impact on the human capital investment of digital culture listed companies, but they can significantly stimulate investment in research and development costs.(2)Government subsidies have an incentive effect on patent applications and non-patent intellectual property rights of digital culture listed companies;tax incentives have an incentive effect on non-patent intellectual property rights and have no significant effect on patent applications.(3)In the stage of innovation input, tax incentives can better stimulate the technological innovation input of digital culture listed companies than government subsidies;in the stage of innovation output, government subsidies are more conducive to the increase in patent applications of digital culture listed companies than tax incentives, and tax incentives are more conducive to the increase in the number of non-patent intellectual property rights of digital culture listed companies than government subsidies.Based on the empirical results, this article makes the following policy recommendations:(1)Make full use of fiscal and tax subsidy policies and establish an innovative talent cultivation mechanism.(2)For different stages of technological innovation, implement differentiated fiscal and taxation support policies.(3)Strengthen the government's supervision of listed companies' technological innovation inputs and outputs, and improve the efficiency of government subsidies and preferential taxation.
