Asia was an important stage for the cold war confrontation between the United States and the Soviet union,Afghanistan was one of the most important countries.After carter came to power in 1977,Washington believed that Afghanistan was a relatively stable and non-aligned country,which did not occupy an important position in the global cold war competition.Therefore,Afghanistan did not appear in the high-level vision of the United States at the beginning of carter's administration.American interest in Afghanistan only spiked after the "April revolution" of 1978,when there were signs that the country might fall into the orbit of the Soviet union.Faced with the deterioration of the situation in Afghanistan,the carter administration believed that the establishment of a communist regime in Afghanistan might have destabilizing effects on the south Asian region,It was more in the interest of the United States to let the taraki government fall and replace it with a non-communist regime,so the secret operation plan of the United States gradually began to brew and launch.When the September incident of 1979 broke out,the Afghan leadership was replaced by Amin,and Moscow decided to send troops to Afghanistan because of political mistrust of Amin.But as the Soviet union continued to send more troops to Afghanistan,the carter administration speculated that the purpose of the Soviet invasion was to eliminate insurgents and stabilize the communist government of Afghanistan,the impossibility of replacing amin complicates his aims in Afghanistan,where the war is on the brink.On December 25,1979,the Afghan war broke out and the Afghan crisis rose to the top of the U.S.President's foreign policy agenda.However,before the war,the United States assumed that the purpose of the Soviet union's invasion of Afghanistan was to maintain the communist regime in Amin,so it was unprepared for the outbreak of the war in Afghanistan,The carter administration presented a chaotic and passive situation.Days after the Soviet invasion of Afghanistan,The carter administration believedit was in the interest of the United States to prevent the consolidation of the Soviet puppet regime in Afghanistan,to make the Soviet quagmire in Afghanistan as costly as possible,and to force the soviets to withdraw.Under the guidance of the interests and goals,in order to enhance the ability of resistance to the Soviet union and reduce the pressure in the United States,Washington has launched a series of political diplomacy to woo the world countries against the Soviet invasion of Afghanistan's camps,which is more important in developed countries,there are countries such as Germany and Italy,Britain and France,Afghanistan's neighboring countries have Pakistan,Egypt,Saudi Arabia,India and China,etc.In the end,President carter and his foreign policy team quickly formed and adopted a "three-pronged" strategy to fight back,forming the overall framework of the Afghan policy on the basis of practice and summary: 1.United other countries to put pressure on the Soviet union politically and diplomatically to seek a political solution to the Afghan issue;2.Imposing comprehensive sanctions on the Soviet union centered on economy;3.Providing covert assistance to Afghan insurgents,with the help of mainly Pakistan.Carter's policies laid the groundwork for what would become the Reagan administration's largest covert operation in U.S.history,eventually forcing the Soviet union to withdraw nearly a decade after the invasion of Afghanistan.
