Research On The Selection And Optimization Of Policy Tools For Cultural Industry Development In Suqian City

Suqian has rich and profound cultural resources,but the development of the cultural industry started late,and the research on cultural industry policy tools is still in the stage of continuous exploration and trial.Through the content analysis method,the paper takes the policy text related to culture industry which was introduced in Suqian city from 2010 to 2018 as the empirical analysis object,and combs the content of the policy itself according to the policy text selection,the establishment of the analysis framework,the subdivision of policy tools,and the statistics of detailed tools.On this basis,the author analyzes the existing problems in the selection of policy tools for Suqian cultural industry: the low efficiency of mandatory policy tools,the poor targeting of hybrid policy tools,and the insufficient use of voluntary policy tools.The reasons for the analysis are imperfect management system,imperfect market mechanism,low recognition of cultural industry,and insufficient innovation and development.Put forward the optimization strategy of cultural industry policy tools:Regarding the mandatory cultural industry policy tools,we should speed up the transformation of government functions and strengthen macro control;Establishing implementation network and clarifying micro-management;We will create new working mechanisms to stimulate the vitality of public enterprises and institutions.Regarding the mixed cultural industry policy tools,we should increase government support and improve the accuracy of economic incentives;Establishing information service platform and giving full play to information guidance function;Establishing investment funds to stimulate cultural market vitality;We will expand financing channels and develop innovative financing systems.Policy tools on voluntary cultural industries should enhance the capacity of social groups and play the role of bridges;Transform the consumption consciousness and raise the level of cultural consumption;Strengthen high-end talent training;Carry out various activities to create a good atmosphere for development;We will increase government purchases and enrich the supply of cultural products.
