The Chinese traditional opera is an important element of the Chinese culture. With the great impact of the lead of state’s policies, the changes of society, the shock of popular culture and the lure of the business interests or other external factors, the local operas of China find their way difficult to survive and the crisis is unprecedented. The local opera, which is the special outcome of local culture and the symbol of locality characteristics, culture and humanistic spirit is gradually vanishing. The protection and inheritance of the local opera has become an urgent mission.The presence of the"Intangible Cultural Heritage Protection"provides new chances and new ideas of opera development. Since the Intangible Cultural Heritage Protection is a part of the construction of government public culture undertaking, its diversity, importance and complexity decide the main principle of the protection work, that is "government-leading, while the society participating.On February2011, the Chinese government revised The People’s Republic of China Intangible Cultural Heritage Protection Act. This marked that the protection of intangible cultural heritage in China was developed into official level from the civil level. The inheritance and development of operatic intangible cultural heritage had gained much more focus. In2008, the local opera of Zhejiang Yuyao-Yao Opera was inducted in the second batch of State’s Intangible Cultural Heritage Protection List. And so far, the condition of Yao Opera is very well in its inheritance and development, and we attribute the success to the vigorous support of the local government. There are lots of experience that worthy using for reference by other local operas. The protection of local opera is an systematic project involved many fields and huge workload, and the government just started the leading, so the system is still at the beginning which means there still are some problems in the inheritance and development of the local opera and those should be further discussed, studied and analyzed.This article started from the value and pattern of the protection of the member of Intangible Cultural Heritage-local opera. We analyzed its survival predicate like shortage of money, contraction of market, lack of talents and assimilation of opera today. Through analysis of cases, the major research target is chosen; through analysis of development history, we generalized government’s opera development experience of dominating the reform of troupe, supporting the creation of qualified works, helping expansion of market, emphasizing the training of talents and focusing on the inheritance and development. The article mainly discussed the role that the government should play in the development and inheritance of the local opera. As the law maker and performer, social coordinator, function consolidator and financial supporter, the government has been playing an active and positive role and the leading role that must be taken because of the Intangible Cultural Heritage’s quasi-public goods nature and the importance of the protection on local operas. In the meanwhile, we have carried out a social survey focus on the market situation of Yao opera in form of questionnaire survey, through which we find that there are still some problems existing in the development and inheritance the local operas by the government. For example, the ideological understanding does not reach the designated position, the misconduct, lack of security etc. Aiming at solving these problems this article recommend the government to flourish and blossom the inhering and development of the local opera by scientifically managing, policy fund supporting, market cultivating and talents training.
