The in-depth development of globalization and the improvement of China's international status have made it all the more necessary to let the outside world find out more about China.Apart from ideological differences among countries, the limited effect of China's international communication and the problems that exist in external publicity-oriented translation are also factors that prevent other countries from knowing about China. With the Skopos Theory as the theoretical foundation, and the translation of external publicity materials since 1949 and the English version of Xi Jinping: The Governance of China II as case study, this paper studies the problems and drawbacks of external publicity-oriented translation, aiming at finding their causes and giving corresponding solutions from the perspectives of translation strategies and translators. The study reveals that there exist the following problems in the history of China's external publicity-oriented translation :(1)translators rarely used translation theories to instruct their translation;(2)emphasis was laid on the match of words.Non-linguistic factors such as ideology, culture, and audiences were easily neglected;(3)literal translation was mainly employed, with free translation as a supplement. There was little flexible use of other translation strategies.(4)Some translations were too mechanical;(5)Chinglish remains a persistent problem in China's external publicity-oriented translation. To address these problems, the translation of Xi Jinping: The Governance of China II was studied by the author in accordance with the rules of the Skopos Theory, and the following solutions were given:(1)be flexible in using translating strategies and avoid absolute translation. The situations appropriate to use literal translation and free translation respectively were pointed out.(2)Paraphrase and take cultural differences into account in the process of translation.Ideological differences should be considered and cultural background information should be added when necessary.(3)Translators are supposed to focus on the purpose of translation, and respect the differences of the audiences. The situations in which omission and domestication should be applied were also pointed out.(4)Improve the quality of translators. It is a necessity to improve translators' language ability and political awareness so as to improve the efficiency ofinternational communication. This study is contributory to the progress of China's international communication as well as to the advancement of theories and practices in this field.
