1950s-1960s Shanghai’s Manpower Support To Gansu

The support policy is a special policy in the period of China’s socialist construction.The state uses administrative methods to transfer human,material,and funds to achieve a mutually beneficial and mutually beneficial cooperative relationship between the supporter and the recipient.As an important industrial base in China in the early days of the founding of the People’s Republic of China,Shanghai has significant advantages over other regions in terms of total industrial capacity,technological content,and manpower.During the "One-Five-Year Plan" period,the central government was forced to implement the coastal austerity strategy in the international situation,Emphasis will be placed on northwestern regions such as Gansu,austerity policies in coastal areas such as Shanghai,and Shanghai and other places will be required to give play to their strong industrial foundation and support the construction of new industrial cities in the Mainland.Starting from the "National Chessboard" strategy,Shanghai supports key national construction projects and supports the construction of new industrial cities and various social undertakings in the Mainland.Due to the slow social development in Gansu region,the weak industrial foundation,and the lack of resources required for the construction of various undertakings,Shanghai has supported socialist construction in Gansu and other inland areas from the 1950 s on in terms of technology,equipment and manpower.From the perspective of human support,this paper mainly analyzes Shanghai’s support for Gansu construction in the 1950 s and 1960 s from the aspects of background,process,and impact on Shanghai and Gansu.Shanghai transferred surplus labor to Gansu and other regions through the form of manpower support,which not only supported the construction of the northwestern region of Gansu,but also realized the adjustment of its industrial structure,eased the population pressure,and achieved mutual benefit.In a broad sense,under the guidance and coordination of the central government,Shanghai has transmitted advanced technologies,ideas and think that promote social development to the northwestern region of Gansu through human support,which has accelerated the development of the northwestern region of Gansu and other regions in a comprehensive manner,The development of the northwestern region of Gansu and other regions has been accelerated in an all-round way,and the purpose of reducing the development gap between regions has been achieved.
